<br />This section analyzes the site against applicable goals and policies of the Metropolitan <br />Area General Plan. Listed below are Metro Plan policies used in the analysis of the <br />amendments in the March 19, 1996 staff report to the planning commissions. These are <br />all of the Metro Plan policies we believe apply to this refinement plan amendment <br />proceeding. Not all these policies apply to site designations, as is stated where <br />appropriate below. <br /> <br />Policy 1, page III-B-4: "Demonstrate a positive interest in existing and new <br />industries, especially those providing above average wage and salary levels, an <br />increased variety of job opportunities, a rise in the standard of living, and <br />utilization of our existing comparative advantage in the level of education and <br />skill of the resident labor force." <br /> <br />This site does not involve industrially designated land, so this policy does not directly <br />apply to the Planning Commission recommendation. The Planning Commission <br />recommendation would help facilitate provision of electrical service to future <br />development in the area that could support industrial development, along with other types <br />of development. <br /> <br />Policy 5, page III-B-5: "Provide existing industrial activities sufficient adjacent <br />land for future expansion." <br /> <br />This site does not involve industrially designated land, so this policy does not apply to the <br />Planning Commission recommendation. <br /> <br />Policy 18, page III-B-6: "Encourage the development of transportation facilities <br />which would improve access to industrial and commercial areas and improve <br />freight movement capabilities by implementing the policies and projects in the <br />Eugene-Springfield Metropolitan Area Transportation Plan (TransPlan) . . . " <br /> <br />The Planning Commission recommendation includes applying the Planned Transportation <br />Corridor along Greenhill Road, which will facilitate improvements to Greenhill Road, <br />which serves industrial properties near the airport. Therefore, the Planning Commission <br />recommendation is consistent with Policy 17. <br /> <br />Policy 18, page III-C-9: "Local governments shall develop plans and programs <br />which carefully manage development on hillsides and in water bodies and restrict <br />development in wetlands in order to protect the scenic quality, surface water and <br />groundwater quality, forest values, vegetation, and wildlife values of those areas. <br /> <br />The West Eugene Wetlands Plan includes policies and programs to protect and manage <br />wetlands. Policy 18 also identifies specific values to be protected. No forest habitat <br />exists on this site and wildlife habitat, scenic resource and vegetation values are very low <br />on this site due to constant grazing for more than 20 years.
