<br />Goal 3.5 <br /> <br />"Protect and expand current populations and habitats of rare plants <br />and animals that currently exist in west Eugene." <br /> <br />No rare plant or animal populations have been found on this site, and the site does not <br />have suitable habitat due to its 20 year history of grazing, therefore this policy does not <br />apply to this site. <br /> <br />Goal 3.6 <br /> <br />"Achieve state and federal requirement of 'no net loss' of wetlands <br />in both quantity (area) and quality (functions and values)." <br /> <br />The Planning Commission recommendation would meet the "no net loss" test by <br />protecting two-thirds of the wetlands, and allowing for on-site mitigation for the <br />remainder. Therefore, the Planning Commission recommendation is consistent with Goal <br />3.6. <br /> <br />Goal 3.7 <br /> <br />"Protect an interconnected system of wetlands within a sustainable, <br />ecologically sound system, with a high likelihood of long-term <br />survival." <br /> <br />The small acreage of low-quality wetlands on this site does not appreciably contribute to <br />the sustainability or long-term survival of the wetland system. However, the Planning <br />Commission recommendation would maintain the same acreage of wetlands on-site, and <br />maintain hydrologic connections to adjacent wetlands to the south, so it is consistent with <br />this goal. <br /> <br />Goal 4.3 <br /> <br />"Achieve compliance with federal and state wetland law, policies <br />and guidelines." <br /> <br />The designation of this site is being processed in accordance with local and state land use <br />laws. The West Eugene Wetlands Plan has been approved by the Oregon Division of <br />State Lands and the US Army Corps of Engineers, and these amendments will be <br />submitted to them for approval following local adoption. The amendment process has <br />been coordinated with a Technical Advisory Committee composed of members from all <br />affected state and federal agencies. These facts support the conclusion that the <br />designation of this site is consistent with federal and state wetland laws, policies and <br />guidelines. <br /> <br />Goal 4.4 <br /> <br />"Increase certainty in the development process." <br /> <br />The West Eugene Wetlands Plan increases certainty in the development process by 1) <br />facilitating mapping of wetland boundaries and 2) by identifying before the state and <br />federal individual permitting process those wetlands that are most valuable and in need of <br />protection and those that are least valuable and suitable for fill and development.
