<br />development of wetlands can take place, not by guaranteeing that all owners can develop <br />their wetlands. The designation of this site, in light of new information submitted, will <br />provide that clear direction and will assure certainty for any party considering <br />development of this site. Therefore, the Planning Commission recommendation is <br />consistent with this policy. <br /> <br />Goal 4.5 <br /> <br />"Minimize reductions to the existing industrial and commercial <br />buildable lands inventory as a result of wetland protection." <br /> <br />The designation of this site will not affect any industrial or commercial buildable land, so <br />this goal does not apply. <br /> <br />3. WEWP Policies <br /> <br />The West Eugene Wetlands Plan contains the following applicable Policies (related <br />findings follow each Policy). The Plan states that "policies provide the basis for <br />consistent action to move the community toward its goals. Policies are adopted by the <br />City Council and Lane County Board of Commissioners. These polices are used to <br />evaluate actions relative to the Plan (WEWP preface, page x)." <br /> <br />Policy 3.8 <br /> <br />"Establish, maintain and protect physical and hydrologic linkages <br />between protected wetland and adjacent transitional and upland <br />wildlife habitat and natural areas." <br /> <br />The Planning Commission recommendation 'would maintain hydrologic connections <br />between on-site wetlands and the larger wetland complex to the south. It would also <br />ultimately maintain the same wetland acreage. By preserving this linkage, the Planning <br />Commission recommendation is consistent with this policy. <br /> <br />Policy 4.1 <br /> <br />"Mitigation efforts shall help to reestablish a connected system of <br />wetlands, waterways and upland resources." <br /> <br />The Planning Commission recommendation would allow restoration of on-site wetlands <br />and maintain connections with the larger wetland complex to the south. It would also <br />ultimately maintain the same wetland acreage, while consolidating the wetlands in the <br />east side of the site. By preserving these wetlands and their hydrologic connections, the <br />Planning Commission recommendation is consistent with this policy. <br /> <br />The following sections address the remaining Eugene Code approval criteria for <br />refinement plan amendments. Code sections are in bold text and applicable fmdings <br />follow each section. <br /> <br />Section 9.14S (2)(c) "The plan amendment is found to address one or more of the <br />following: 1.
