Utility Corridor Policy

The Eugene City Council and the Lane County Board of Commissioners adopted a new policy on
utilities within protected wetlands. This policy ensures that these areas will continue to be given
adequate protection, while allowing maintenance and repairs of existing utilities. New utilities
can only be constructed under very unusual circumstances, when a strenuous alternatives analysis
concludes that it is the best way to minimize overall wetland impacts.

"Future fill or removal within the "utility corridors" as designated on the Wetland
Designation Map (Map 3) shall be conducted with an applicable U.S. Army Corps of
Engineers (Army Corps) and/or Division of State Lands dredge and fill permit(s), and
shall be limited to the minimum impacts necessary to:'
I) conduct emergency repairs to existing utility lines,

Multiple Site Ordinance, Exhibit C (Refinement Plan Amendment Findings)

Page 31
