<br />Policy 29, page III -C-l1: "Local governments shall work with owners of <br />designated environmentally-sensitive areas to require that reasonable actions are <br />taken to protect these lands, e.g., the heronry at the confluence of the Willamette <br />and McKenzie Rivers and the site of the Aster curtus in the Willow Creek Basin." <br /> <br />The Utility Corridor policy includes conditions and requirements that utility companies <br />must follow to protect wetland resources near their facilities. These requirements would <br />apply to all areas proposed for the Utility Corridor designation, and these amendments <br />are, therefore, consistent with Policy 29. <br /> <br />Policy 2, page III-E-3: "Natural vegetation, natural water features, and <br />drainageways shall be protected and retained to the maximum extent practicable, <br />considering the economic, social, environmental and energy consequences in the <br />design and construction of urban development and landscaping shall be utilized to <br />enhance those natural features." <br /> <br />Not applicable. <br /> <br />Section 9.14S(2)(b) "The plan amendment is consistent with remaining portions of <br />the refinement plan;" <br /> <br />2. WEWP Goals <br /> <br />The West Eugene Wetlands Plan contains the following applicable Goals (related <br />findings follow each Goal). These broad goals apply to the plan as a whole. The Plan <br />defines goals as "broad statements of philosophy and are adopted by the City Council and <br />Lane County Board of Commissioners. They may never be completely attainable, but <br />they describe the hopes of the people and help establish direction (WEWP preface, page <br />x)." <br /> <br />Goa13.1 <br /> <br />"Protect and enhance water quality, wildlife habitat, flood storage <br />sediment and toxicant removal and other wetland functions and values." <br /> <br />The proposed Utility Corridor designations within protected wetlands would apply <br />several requirements to these area that would minimize impacts to wetlands and help <br />protect wetland functions and values. The Utility Corridor designation would only allow <br />impacts for underground utility work, and requires that wetland impacts are minimized <br />through planning, timing, design and restoration. These elements, along with the <br />recommended action calling for development of guidelines for utility companies working <br />in and around wetlands will help protect wetland functions and values, and make the . <br />proposed designations consistent with Goal 3.1. <br /> <br />Goal 3.2 <br /> <br />"Minimize economic hardship on private property owners due to <br />protection of wetlands and other valuable environmental resources." <br /> <br />Multiple Site Ordinance, Exhibit C (Refinement Plan Amendment Findings) <br /> <br />Page 36 <br />
