<br />Policy 18, page III-B-6: "Encourage the development of transportation facilities <br />which would improve access to industrial and commercial areas and improve <br />freight movement capabilities by implementing the" policies and projects in the <br />Eugene-Springfield Metropolitan Area Transportation Plan (TransPlan) . . . " <br /> <br />Not applicable. <br /> <br />Policy 18, page III-C-9: "Local governments shall develop plans and programs <br />which carefully manage development on hillsides and in water bodies and restrict <br />development in wetlands in order to protect the scenic quality, surface water and <br />groundwater quality, forest values, vegetation, and wildlife values of those areas. <br /> <br />The Utility Corridor designations will result in requirements for avoidance and <br />minimization of wetland impacts and restoration of wetland impacts that are necessary. <br />These requirements restrict development in wetlands to protect the values listed in Policy <br />18, and therefore the proposed amendments are consistent with it. <br /> <br />Policy 19, page III-C-9: "Local governments shall develop policies and local <br />controls for protection and management of wetland areas by completion of the <br />next Metro Plan Update." <br /> <br />The Utility Corridor policy is a local policy calling for protection and management of <br />wetland areas, while allowing specified utility activities, and, therefore, is consistent with <br />Policy 19. These sites are proposed for designation under that policy, and therefore, these <br />amendments are also consistent with Policy 19. <br /> <br />Policy 27, page III -C-l 0: "Local governments shall encourage further study by <br />specialists of endangered and threatened plant and wildlife species in the <br />metropolitan area." <br /> <br />This policy does not apply to the proposed amendments that apply the Utilities Corridor <br />designation. <br /> <br />Policy 28, page III-C-I0: "Local governments shall protect endangered and <br />threatened plant and wildlife species, as recognized on a legally adopted statewide <br />list, after notice and opportunity for public input." <br /> <br />The adopted Utility Corridor policy requires that construction of new facilities avoids any <br />impacts to rare plant and animal species (as listed in the WEWP). Where rare plants are <br />growing over an existing underground line, repairs to that line would have unavoidable <br />impacts. The policy calls for these impacts to be mitigated through transplanting or other <br />suitable measures. These measures to protect rare species would be applied to all areas <br />proposed for the Utility Corridor designation, and these amendments would, therefore, be <br />consistent with Policy 28. <br /> <br />Multiple Site Ordinance, Exhibit C (Refinement Plan Amendment Findings) <br /> <br />Page 35 <br />
