<br />The proposed Utility Corridor designations within protected wetlands are consistent with <br />state rules that allow for partial protection ("conservation" as opposed to "protection") of <br />wetlands; therefore, this proposal is consistent with Goal 4.3. <br /> <br />Goal 4.4 <br /> <br />"Increase certainty in the development process." <br /> <br />The proposed Utility Corridor designations within protected wetlands will not affect <br />certainty for development of private land. <br /> <br />Goal 4.5 <br /> <br />"Minimize reductions to the existing industrial and commercial buildable <br />lands inventory as a result of wetland protection." <br /> <br />The proposed Utility Corridor designations within protected wetlands will not affect the <br />supply of buildable land, since it only applies within otherwise protected wetlands. <br /> <br />3. WEWP Policies <br /> <br />The West Eugene Wetlands Plan contains the following applicable Policies (related <br />findings follow each Policy). The Plan states that "policies provide the basis for <br />consistent action to move the community toward its goals. Policies are adopted by the <br />City Council and Lane County Board of Commissioners. These polices are used to <br />evaluate actions relative to the Plan (WEWP preface, page x)." <br /> <br />Policy 3.8 <br /> <br />Establish, maintain and protect physical and hydrologic linkages between <br />protected wetland and adjacent transitional and upland wildlife habitat and <br />natural areas. <br /> <br />The proposed Utility Corridor designations within protected wetlands attempts to <br />maintain linkages between wetlands and adjacent transitional or upland wildlife habitat <br />through post construction restoration. Restoration should be effective at maintaining <br />physical linkages. Subsurface hydrological linkages may be altered somewhat by <br />construction of new lines, due to deposition of gravel in the trench around a new pipe. In <br />these cases, backfill with native soil is required by the proposed policy within three feet <br />of the surface. This requirement and the avoidance and minimization requirements will <br />help maintain existing linkages. These provisions will minimize disruption of existing <br />linkages between protected wetlands and, therefore, proposed Utility Corridor <br />designations are consistent with Policy 3.8. <br /> <br />Policy 4.1 <br /> <br />Mitigation efforts shall help to reestablish a connected system of wetlands, <br />waterways and upland resources. <br /> <br />Not applicable. <br /> <br />Policy 4.3 <br /> <br />Mitigation efforts shall concentrate on restoring wetland type, habitat, <br /> <br />Multiple Site Ordinance, Exhibit C (Refinement Plan Amendment Findings) <br /> <br />Page 38 <br />
