<br />used to evaluate actions relative to the Plan (preface, page x)." <br /> <br />Policy 3.8 <br /> <br />"Establish, maintain and protect physical and hydrologic linkages between <br />protected wetlands and adjacent transitional and upland wildlife habitat and <br />natural areas." <br /> <br />As discussed above under Goal 3.7, restoration of wetlands within the southeast field and <br />protection of wetlands within the southwest field would maintain an effective linkage between <br />the oak savanna uplands to the west and the Willow Creek Natural Area to the east. We find that <br />the proposed designation of the southeast field for Restoration, with the proposed designation of <br />Protection for the southwest meadow, provides a linkage that is consistent with Policy 3.8. <br /> <br />Policy 3.9 <br /> <br />"Protect and enhance the quality, functions and values of natural and human-made <br />waterways that are interconnected with wetlands." <br /> <br />The Hyundai site has human-made hydrologic features that are interconnected with wetlands in <br />the southwest meadow, in the southeast field and in the Willow Creek Natural Area to the east. <br />We conclude that Protection of the southwest field, Restoration of wetlands within the southeast <br />field, and enhancement of the east-west ditch would protect the quality, functions and values of <br />these waterways. Therefore, wee conclude that the wetlands designations for the site are <br />consistent with Policy 3.9. <br /> <br />Policy 4.1 <br /> <br />"Mitigation efforts shall help to reestablish a connected system of wetlands, <br />waterways and upland resources." <br /> <br />The Restoration designation is aimed at identifying lands where mitigation can be successfully <br />conducted and where doing so will greatly benefit the overall wetland system. Restoration of <br />wetlands within the southeast field would allow reestablishment of wet prairie where it <br />historically existed adjacent to existing remnant wet prairie habitat. We conclude that the <br />designation of the southeast field for Restoration is consistent with Policy 4.1. <br /> <br />Policy 4.3 <br /> <br />"Mitigation efforts shall concentrate on restoring wetland type, habitat, functions <br />and values that represent the historic ecological landscape of the Amazon Creek <br />basin. " <br /> <br />Most of the historic wetlands on the valley floor of the Willamette River valley were wet prairie <br />wetlands. These seasonally wet prairies comprised approximately 400,000 acres in the valley. <br />Designating the southeast field for Restoration and the southwest field for Protection would <br />enhance the chances of restoration of the wet prairie habitat on the site, where existing wet prairie <br />provides a natural seed bank.
