<br />west wetland boundary, and within 100 to 150 feet along the north wetland boundary. <br />Development off site to the northeast is within 75 feet of the wetland boundary. New <br />development also exists on a separate parcel between the Speedway property and Willow <br />Creek Road (1704334000400). We conclude that with development on the site, and <br />within 75 to 150 feet on two sides, that the site as a whole meets this criterion. <br /> <br />The area designated for Development has existing development within 75 to 150 feet on <br />two sides, and therefore meets this criterion. <br /> <br />The area designated for Restoration abuts the Speedway facility at its northern end. The <br />Speedway facility is no longer in use, and has not been used in recent years. Since the <br />area designated for Restoration is long and narrow, and the Speedway lies at the narrow <br />end, only a very small portion of the wetlands so designated are close to the development. <br />The majority of these wetlands are more than 400 feet from the nearest development, and <br />most are adjacent to protected wetlands or Willow Creek. In addition, out of a total <br />perimeter of over 5,900 feet, only 800 feet are adjacent to the abandoned Speedway <br />facility. Given the relatively small portion of wetlands that are actually close to the <br />Speedway and the small portion of the perimeter that is close to the Speedway, we <br />conclude that the Restoration area does not meet this criterion. <br /> <br />The area designated for Protection surrounds the Speedway facility and has existing <br />development within 75 feet to the north and therefore meets this criterion. <br /> <br />4. Site has frontage on a major highway or street. <br /> <br />The Speedway site as a whole has frontage along West 11 th Avenue, Willow Creek Road <br />and West 18th Avenue. <br /> <br />The City of Eugene adopted the "Eugene Arterial & Collector Street Plan" in November <br />1999. This plan designates West 11th Avenue as a major arterial and Willow Creek Road <br />and West 18th Avenue as minor arterials. For the purposes of this analysis, arterial streets <br />are considered "major streets". <br /> <br />The area designated for Development has substantial frontage on all three streets, and <br />therefore also meets this criterion. <br /> <br />The area designated for Restoration has approximately 900 feet of frontage along West <br />18th and therefore meets this criterion. <br /> <br />The area designated for Protection has approximately 200 feet of frontage on West 11 th, <br />and therefore also meets this criterion. <br /> <br />5. Site has unique characteristics which make it of special importance to the <br /> <br />Speedway Site Ordinance, Exhibit C (Refinement Plan Amendment Findings) <br /> <br />Page 10 <br />
