<br />economic development of West Eugene, and allowing development of site <br />would further the goals and objectives of the West Eugene Wetlands Plan. <br /> <br />The Speedway site's main distinguishing characteristics for development are its large size <br />and its location on West 11 th Avenue. The site is designated for several different uses in <br />the Metro Plan (light-medium industrial, commercial, medium density residential and <br />high density residential). The largest of these areas is that designated for light-medium <br />industrial use. This large light-medium industrial area with frontage on West 11th is <br />economically significant. Therefore, the whole site meets this criterion. <br /> <br />The area designated for Development includes most (approximately 750/0 to 850/0) of the <br />area designated for light-medium industrial use. This area is one of the largest remaining <br />tracts in West Eugene designated for light medium industrial use on the Metro Plan <br />diagram. These factors make this area of special importance to the economic <br />development of West Eugene as a whole. Therefore, the area designated for <br />Development meets this criterion. <br /> <br />The area designated for Restoration includes land designated for community commercial, <br />medium density residential and high density residential uses. This area has frontage <br />along West 18th Avenue across from the Nature Conservancy's Willow Creek Natural <br />Area. The significant area of medium and high density residential land in the Willow <br />Creek basin is a unique resource for the economic development of the area. Therefore, <br />this area meets this criterion. <br /> <br />The area designated for Protection includes land designated for community commercial <br />use and light medium industrial use. This area currently contains the Eugene Speedway, <br />a use that is probably not compatible in the long term with any future residential <br />development nearby. The commercially designated area lies on the edge of a larger <br />commercially designated area, most of which lies to the east across the Willow Creek <br />Channel. The frontage this area has on West 11th is within 300 feet of the intersection of <br />Beltline Road with West 11th, which may make direct access to West 11 th problematic <br />due to traffic safety concerns. We conclude that the characteristics of this area do not <br />make it of regional importance to economic development, and, therefore, the area <br />designated for Protection does not meet this criterion. <br /> <br />6. Site characteristics, including size, location and surrounding uses and <br />activities are such that there exists a high probability that the site cannot <br />be protected in perpetuity through the West Eugene Wetlands Program <br /> <br />The large size of this site, with its location next to protected wetlands and waterways <br />make successful management and protection of this site a high probability.
