The tables above show that the <br />site as a whole meets 6 of 7 Protection criteria, 4 of 6 Development criteria and 4 of 5 <br />Restoration criteria. This is consistent with earlier analyses that found that the site had <br />significant values for both economic development and environmental protection. <br /> <br />The area designated for Development meets 3 of 7 Protection criteria, 4 of 6 <br />Development criteria and 4 of 5 Restoration criteria. Of the three subareas, this area has <br />the highest Development values and the lowest Protection values. Given the large area <br />included in this site, the development values become more important for the region as a <br />whole. Based on these analyses, we conclude that this area is most appropriate for a <br />Development designation. <br /> <br />The area designated for Restoration meets 6 of 7 Protection criteria, 3 of 6 Development <br />criteria and 4 of 5 Restoration criteria. This area meets most of the Protection criteria and <br />most of the Restoration criteria and only half of the Development criteria. This area is <br />adjacent to the protected Willow Creek corridor, and, together with the large block of <br />protected wetlands on the east side of Willow Creek, provides a large, regionally <br />important block of wetland habitat. The area's proximity to the protected Willow Creek <br />Natural Area increases its value. Based on these findings we conclude that this area is <br />most appropriate for Restoration, due to the level of site disturbance and because it does <br />not meet enough of the Development criteria to warrant a Development designation. <br /> <br />The area designated for Protection meets 7 of 7 Protection criteria, 3 of 6 Development <br /> <br />Speedway Site Ordinance, Exhibit C (Refinement Plan Amendment Findings) <br /> <br />Page 15 <br />
