This area also scores lower against <br />the Restoration criteria. Based on these findings we conclude that this area is most <br />appropriate for Protection. <br /> <br />IV. Analysis of Wetland Designations for the Speedway Site Against Approval Criteria <br />for Refinement Plan Amendments <br /> <br />Section 9.145(2) of the Eugene Code gives the criteria used to determine whether a <br />proposed plan amendment should be approved or not. . The proposed amendments must <br />be consistent with the criteria in section 9.145(2) to be approved. The analysis below <br />considers the wetland designations for this site as described in Exhibit A. <br /> <br />It is important to recognize that when considering one specific site, it may be impossible <br />to completely meet each Metro Plan policy fully on that one site. It is necessary, in cases <br />where policies appear to contradict one another, to evaluate the proposal as to how it <br />meets the criteria on the whole, rather than base the decision on consistency with one or <br />two particular policies. The code requires consistency with the Metro Plan as a whole, <br />not consistency with each individual policy taken out of the whole. <br /> <br />The Eugene Code criteria for approval of refinement plan amendments are shown below <br />in bold text, with applicable findings following each section. <br /> <br />Section 9.145 (2) "The planning commission shall review the proposed amendment <br />and receive evidence, and decide whether the proposed change is consistent with the <br />following approval criteria: (a) The plan amendment is consistent with the <br />Metropolitan Area General Plan;" <br /> <br />A. Metro Plan Policies <br /> <br />This section analyzes the site against applicable goals and policies of the Metropolitan <br />Area General Plan. Listed below are Metro Plan policies used in the analysis of the <br />amendments in the March 19, 1996 staff report to the planning commissions. These are <br />all of the Metro Plan policies we believe apply to this refinement plan amendment <br />proceeding.
