<br />The Speedway site is designated in the Metro Plan for a variety of uses including <br />community commercial, medium industrial, medium density residential and high density <br />residential. Roughly the northwest quadrant of the site is designated for industrial use. <br />Roughly 75-850/0 of the area designated for industrial use is designated for Development. <br />Without a very specific development proposal for the whole site, it is not possible to <br />evaluate the impact of these amendments on jobs with certain characteristics, such as <br />those referenced in Policy 1 above. However, taken in whole, the wetland designations <br />for this site recognize the value of economic development and job creation, though they <br />do not maximize either, in part because they are balanced against other values on the site. <br />Given that most of the industrial land is designated for Development, we conclude that <br />the wetland designations for this site would demonstrate a positive interest in industrial <br />development, and therefore are consistent with this policy. <br /> <br />Policy 5, page III-B-5: "Provide existing industrial activities sufficient adjacent <br />land for future expansion." <br /> <br />There are no existing industrial uses on this site. <br /> <br />Policy 18, page III-B-6: "Encourage the development of transportation facilities <br />which would improve access to industrial and commercial areas and improve <br />freight movement capabilities by implementing the policies and projects in the <br />Eugene-Springfield Metropolitan Area Transportation Plan (TransPlan) . . . " <br /> <br />This designation would not preclude proposed improvements to West 18th Avenue or <br />Willow Creek Road designed to provide access to development on this site and other <br />adjacent sites. The designations on this site include an allowance for a 60 foot wide <br />access road to the Speedway facility itself, which is zoned for commercial use. We <br />conclude that this provides adequate access for any future development in this area. <br />Given these factors that ensure adequate access to developable portions of the site, we <br />conclude that the designations on this site are consistent with this policy. <br /> <br />Policy 18, page III-C-9: "Local governments shall develop plans and programs <br />which carefully manage development on hillsides and in water bodies and restrict <br />development in wetlands in order to protect the scenic quality, surface water and <br />groundwater quality, forest values, vegetation, and wildlife values of those areas. <br /> <br />Policy 18 directs the local jurisdictions to adopt policy and develop programs to protect <br />wetlands and waterways, and provides direction as to what values to consider when <br />considering protection of wetlands. These amendments will become part of the West <br />Eugene Wetlands Plan, which directly addresses restriction of development in wetlands to <br />protect these values. This site includes over 100 acres of wetlands and borders an <br />important waterway.
