Exhibit A

Consistency with Statewide Plannine Goals and Adopted Eueene-Sprinefield Metropolitan
Area General Plan (Metro Plan) Policies

The Eugene City Council will apply the following criteria to the code amendment:

(a). Consistency with the relevant statewide planning goals adopted by the Land
Conservation and Development Commission; and
(b) Consistency with the Eugene Springfield Metropolitan Area General Plan (Metro
Plan) .

Statewide Planning Goals The statewide planning goals relevant to this code amendment proposal
include Goal 1 (Citizen Involvement), Goal 2 (Land Use Planning), Goal 8 (Recreation Needs),
Goal 9 (Economic Development), Goal 12 (Transportation), and Goal 15 (Willamette River
Greenway)

Goal 1 - Citizen Involvement. The proposal is consistent with Statewide Planning Goal
1, "To develop a citizen involvement program that insures the opportunity for citizens to
be involved in all phases of the planning process." The Eugene Citizen Involvement
Committee has reviewed a citizen involvement program and interested parties list for the
project. Notification of the Planning Commission hearing was mailed to the interested
parties list, as well as to property owners within the area bounded generally by 1-5, the
Willamette River, Club Road, Oakmont Way and Sorrel Way. The University has
conducted an Open House on the project, inviting property owners within the same
notification area; those property owners are most likely to be directly affected by the
proposed Code amendments. Interested parties will also be notified about the future City
Council public hearing on the proposal to expand the Autzen Stadium complex.

Goal 2 - Land Use Planning The proposal is consistent with Statewide Planning Goal 2,
"To establish a land use planning process and policy framework as a basis for all decisions
and actions related to use of land and to assure an adequate factual basis for such decisions
and actions." The Eugene-Springfield Metropolitan Area General Plan (Metro Plan) is the
policy tool that provides a basis for decision-making in this area. The Metro Plan was
acknowledged by the State in 1982, to be in compliance with statewide planning goals.

Goal 8 - Recreation Needs This goals seeks "To satisfy the recreational needs of the
citizens of the state and visitors, and, where appropriate, to provide for the siting of
necessary recreational facilities including destination resorts." The code amendment
supports the expansion of an existing recreational facility of significance to local residents,
as well as citizens from throughout the state

Exhibit A to
Ordinance No. 20220 - 1
