<br />Exhibit A <br /> <br />Consistency with Statewide Plannine Goals and Adopted Eueene-Sprinefield Metropolitan <br />Area General Plan (Metro Plan) Policies <br /> <br />The Eugene City Council will apply the following criteria to the code amendment: <br /> <br />(a). Consistency with the relevant statewide planning goals adopted by the Land <br />Conservation and Development Commission; and <br />(b) Consistency with the Eugene Springfield Metropolitan Area General Plan (Metro <br />Plan) . <br /> <br />Statewide Planning Goals The statewide planning goals relevant to this code amendment proposal <br />include Goal 1 (Citizen Involvement), Goal 2 (Land Use Planning), Goal 8 (Recreation Needs), <br />Goal 9 (Economic Development), Goal 12 (Transportation), and Goal 15 (Willamette River <br />Greenway) <br /> <br />Goal 1 - Citizen Involvement. The proposal is consistent with Statewide Planning Goal <br />1, "To develop a citizen involvement program that insures the opportunity for citizens to <br />be involved in all phases of the planning process." The Eugene Citizen Involvement <br />Committee has reviewed a citizen involvement program and interested parties list for the <br />project. Notification of the Planning Commission hearing was mailed to the interested <br />parties list, as well as to property owners within the area bounded generally by 1-5, the <br />Willamette River, Club Road, Oakmont Way and Sorrel Way. The University has <br />conducted an Open House on the project, inviting property owners within the same <br />notification area; those property owners are most likely to be directly affected by the <br />proposed Code amendments. Interested parties will also be notified about the future City <br />Council public hearing on the proposal to expand the Autzen Stadium complex. <br /> <br />Goal 2 - Land Use Planning The proposal is consistent with Statewide Planning Goal 2, <br />"To establish a land use planning process and policy framework as a basis for all decisions <br />and actions related to use of land and to assure an adequate factual basis for such decisions <br />and actions." The Eugene-Springfield Metropolitan Area General Plan (Metro Plan) is the <br />policy tool that provides a basis for decision-making in this area. The Metro Plan was <br />acknowledged by the State in 1982, to be in compliance with statewide planning goals. <br /> <br />Goal 8 - Recreation Needs This goals seeks "To satisfy the recreational needs of the <br />citizens of the state and visitors, and, where appropriate, to provide for the siting of <br />necessary recreational facilities including destination resorts." The code amendment <br />supports the expansion of an existing recreational facility of significance to local residents, <br />as well as citizens from throughout the state <br /> <br />Exhibit A to <br />Ordinance No. 20220 - 1 <br />
