<br />Goal 9 - Economic Development This goal seeks "To provide adequate opportunities <br />throughout the state for a variety of economic activities vital to the health, welfare, and <br />prosperity of Oregon's citizens." The code amendment makes possible a future expansion <br />of the Autzen Stadium complex. The University estimates that a sell-out football game <br />generates approximately $1 million in revenue to local tourism and service industries. <br /> <br />Goal 12 - Transvortation This goal seeks "To provide and encourage a safe, convenient <br />and economic transportation system." The proposed code amendment includes a <br />requirement that, in order to qualify for the reduced parking requirements there must be <br />a city-approved Transportation Demand Management (TDM) plan for Autzen stadium that <br />focuses on increasing the use of alternative modes of transportation by stadium patrons. <br />The TDM plan must address the safety of users of all modes of transportation; increasing <br />the convenience of alternative modes for bicyclists, pedestrians and transit users; and <br />improving the efficiency of buses servicing the site. <br /> <br />Goal 15 - Willamette River Greenwav This goal seeks "To protect, enhance and maintain <br />the natural, scenic, historical, agricultural, economic and recreational qualities of lands <br />along the Willamette River as the Willamette River Greenway." The proposed code <br />amendment supports Goal 15 by attempting to limit development impacts to areas that are. <br />already approved for development so as to minimize impacts on adjacent Greenway areas. <br />Consistency of any stadium expansion proposal with specific provisions of EC 9.260 <br />(Willamette Greenway) will be considered in a separate process. <br /> <br />Metro Plan Policies Metro Plan policies relevant to this code amendment proposal include the <br />following: <br /> <br />1. Policy 13 (Economic Element Page III-B-5) "Continue to encourage the development of <br />convention and tourist-related facilities." <br /> <br />An expansion of the stadium would be consistent with this policy. The proposed <br />code amendment will allow expansion of the stadium without provision of <br />additional on-site parking spaces. Without an amendment to the Eugene Code, <br />the stadium expansion would trigger parking requirements that exceed the <br />amount of surface parking the University is able to provide "on-site ". <br />Construction of a parking structure to meet the existing code requirements would <br />make an existing problem with automobile traffic even worse and would be <br />inconsistent with City policies to increase the use of alternative modes of. <br />transportation. <br /> <br />2.
