<br />resource and wildlife protection, enhancement of river corridor and waterway <br />environments; potential for supporting non-automobile transportation; opportunities for <br />residential development; adjoining uses; and compatible uses. <br /> <br />The proposed code amendment is linked directly to City approval of a TDM plan <br />for Autzen stadium. Application of the code amendment will be contingent on <br />significant increases in the number of people who use transit, who ride bikes, and <br />who walk to the stadium for major events. <br /> <br />3. Policy 2 (Environmental Design Element Page III-E-3) Natural vegetation, natural water <br />features, and drainageways shall be protected and retained to the maximum extent <br />practicable, considering the economic, social, environmental, and energy consequences in <br />the design and construction of urban developments. Landscaping shall be utilized to <br />enhance distinctive natural features. <br /> <br />The proposed code amendment would allow the University to count on-site <br />parking already provided in the east stadium parking area and leased areas <br />adjacent to the stadium toward meeting the required number of on-site parking <br />spaces. The City has expressed a strong preference that the University avoid <br />removing trees in the area around Patterson Slough to provide additional surface <br />parking. The code amendment does not exempt Autzen Stadium from compliance <br />with parking area landscaping consistent with sections 9.587 and 9.589 of the <br />Eugene code. <br /> <br />4. Policy 2 (Transportation Element Page III-F-6) The following recommendations are, <br />from a transportation standpoint, geared toward reducing transportation energy demand <br />and improving opportunities for using alternative modes, such as urban public transit, <br />bicycle, pedestrian, and paratransit. These recommendations stress the need to increase. <br />residential densities and to locate places of employment and residences in proximity to one <br />another. <br /> <br />f. Development and redevelopment shall be encouraged in designated areas which are <br />relatively well served by the existing or planned urban public transit sytem. <br />g. An active program to develop pedestrian pathways; e. g. sidewalks shall be <br />encouraged, especially in proximity to major activity centers or in conjunction with <br />other modes of travel. <br /> <br />The proposed code amendment is consistent with the policy in that it is intended <br />to support increased use of alternative modes. The code amendment relies on the <br />existence of a transit service to the site, and potential for significant increases in <br />the numbers of spectators who will use transit for transportation to major stadium <br />events. <br /> <br />Exhibit A to <br />Ordinance No. 20220 - 3 <br />
