<br />Mayor and City Council <br />Page 2 <br />November 14, 1996 <br /> <br />Additional Hearings Official Costs <br /> <br />$ 28,000 <br /> <br />Hearings Official costs are projected to exceed <br />the budgeted amount of$43,500, primarily due to <br />the number of land use appeals hearings and the <br />complexity of land use applications currently being <br />submitted. <br /> <br />Support for Enterprise Zone Committee <br /> <br />$ 7,500 <br /> <br />On September 18, the Council approved the establishment <br />of a department advisory committee for the purpose of <br />analyzing the effectiveness of the West Eugene Enterprise <br />Zone. The cost of supporting this committee is estimated <br />at $7,500, primarily for minutes recording, printing, and <br />some consultant costs. <br /> <br />Arson Related Overtime <br /> <br />$ 31,202 <br /> <br />During the late summer, we experienced a series of <br />arsons at commercial establishments in Eugene. This <br />resulted in an unexpectedly large amount of staff <br />overtime in our efforts to investigate the cases and prevent <br />further occurrences. <br /> <br />WISTEC Sewer Line Replacement <br /> <br />$ 21,000 <br /> <br />WISTEC is currently on a septic tank and the system has <br />failed, causing massive sewer problems. The long-term <br />solution is to connect the WISTEC Facility to the main sewer <br />line, that runs approximately 200 feet from the facility, and <br />eliminate the septic system. The main sewer line was not <br />present when the building was originally built. The Facility <br />is currently operated and maintained as a General Fund asset. <br /> <br />Measure 20-75 "Public Access to Reports from Users of <br />Hazardous Substances" Implementation <br /> <br />$231,168 <br /> <br />With the passage of this measure, funds and 1.75 FTE are required to <br />support the start up costs and first ten months of operating <br />expenses for this program. Thereafter, the costs are to be paid <br />for by fees assessed to those businesses required to report. <br />
