<br />appraisal, the estimated total cost of acquiring approximately 70 acres for the joint school/park site will be <br />about $1.5 million. Negotiations to acquire the site will begin in November 1996. The land acquisition <br />costs would be split between the City and the District. The majority of the City's share of the land <br />acquisition costs, about $670,000, represents the portion of the site eligible for funding through the Parks <br />Systems Development fund. Staff anticipates that the City will receive a significant amount of additional <br />Parks SDC's over the next several years as a result of the residential development now underway and the <br />residential development planned for the near future throughout the City. Commitment of current resources <br />to the Bethel School/Park project will make it necessary for staff to request additional appropriation <br />authority from Council to use new Parks SDC revenues, as well as unanticipated revenues received in <br />FY96, to continue to acquire and develop future park sites. <br /> <br />In addition to Parks SDC's, it may be appropriate to fund a small share of the site acquisition through the <br />storm water fund because a major drainage channel through the site will be preserved and enhanced as part <br />of the school/park project. Staff is continuing to evaluate this possibility. As a final component of the <br />acquisition funding, Council is being asked to consider appropriating $150,000 from General Fund <br />marginal beginning working capital in Supplemental Budget #1. Future Parks SDC revenues could be used <br />to repay the General Fund. Development of the City's portion of the site will occur over time as funds <br />become available. Interest in developing some of the athletic fields in the near term has been expressed by <br />a private sports club. Staff is talking with the interested party to explore that possibility. <br /> <br />Provision of services to the site -- A new sanitary sewer pump station and pressure line are needed to <br />serve this area. These projects are included in the CIP and are non-assessable parts of the sanitary sewer <br />system. That is, whether the school locates in this area or not, this system would be constructed by the <br />City and paid for by Wastewater SDC's. Location of the school in this area has moved this project up <br />several years in the queue. This system is planned for construction in 1997 and 1998 and will provide the <br />necessary infrastructure to serve the school as well as future residential development planned for this area. <br /> <br />Improvement of Barger Drive and extension of a new north/south street will be needed to serve the new <br />school/park site. Portions of both of these projects will be assessable. At the request of the School <br />District, the County Commissioners identified $500,000 in the County CIP for road improvements related <br />to the new Bethel school. <br /> <br />Site Design -- City staff from parks planning, engineering, transportation and planning are coordinating <br />with the School District and the District's architect to prepare site plans. Efforts are being made to design <br />the site to maximize shared use of facilities such as playgrounds, athletic fields, gymnasiums, and parking. <br />Since the design of the school and park site is at the fore front of development in this area, overall streets <br />patterns will be designed to facilitate bus, pedestrian and bike access to the site.
