<br />Exhibit A <br /> <br />MINUTES <br />Local Improvement District <br />Sanitary Sewers, Trench Repair and Paving on Prairie Road <br />from Beltline Road to Kaiser A venue <br />Job # 3437 <br />June 12, 1997 Public Hearing <br /> <br />Hearings Official Milo Mecham convened the hearing at 6:00 p.m. He described the <br />subject matter of the hearing and the procedures to be followed at the hearing. Present at the <br />hearing representing the City of Eugene was City Engineer Les Lyle, and Engineering staff <br />members Jeff Lankston, Jerry Behney and Terry Higgins. <br /> <br />City Engineer Les Lyle began by providing a brief description of the project and its history. <br />Discussions regarding the extension if urban services into the area began several years ago between <br />the neighborhood group, the Industrial Corridor Community Organization (ICCO), representing <br />property owners in the area, and the City of Eugene. In 1991, the Council approved a motion to <br />directing the Manager to execute urban services and policy agreements to provide for extension of <br />services and a schedule for annexation in the area. In April 1991 the ICCO and the City entered <br />into an agreement to provide a wastewater collection system and implement an annexation program <br />for properties within the Industrial Corridor. Extension of sewers into the area is contingent on <br />sufficient property owners in the area agreeing to participate in the project by consenting to be <br />annexed into the city and thus be eligible to connect to the sewers. Having obtained a minimum <br />number of consents, and hoping to obtain more, the City initiated the project. <br /> <br />City Engineer Les Lyle also explained that the project consists of an extension of sanitary <br />sewers from Beltline Road north along Prairie Road to the southern edge of Kaiser A venue. Also <br />included in the project will be completion of the currently unconnected sewer lines previously built <br />along Irving Road. This dry line was built at the time that street work was being done on Irving <br />Road by Lane County. It will be completed by establishing a connection with the proposed system <br />on Prairie Road. Mr. Lyle emphasized that the initiation and completion of the project depended <br />on a reasonable number of property owners consenting to participate and agree to annexation. <br />Without a sufficient number of participants, the cost to the city from deferring collection of the <br />project costs until the later date when the property owners might consent to annexation and <br />connection to the sewer would be too high. <br /> <br />Mr. Lyle described the lengthy process that had been followed leading up to the hearing. <br />After initiation of the project, the property owners had all been notified that the proposed date of <br />the hearing was June 4. When the bids were opened, the Engineering Division was surprised at the <br />amount of all the bids, and the range of the bids. The Engineering Division staff investigated the <br />bids and determined that, while they were higher than expected, there were valid reasons for the <br />differences. The staff also determined that it was unlikely that rebidding the project would result <br />in lower bids. During this investigation, the originally scheduled hearing was postponed.
