<br />The Industrial Corridor has a unique urban geography as the result of the parallel northwest- <br />southeast orientation of three highways and two railroads serving the area. There are several <br />parcels of long and narrow dimension. Properties in the Industrial Corridor are currently served <br />by individual on-site sewage disposal systems under permits from Lane County pursuant to rules <br />and regulations of the Oregon Department of Environmental Quality. There is a mixture of land <br />uses in the Industrial Corridor, although the primary use is industrial. Most of the property in the <br />Industrial Corridor is designated for industrial uses in the Metro Plan. <br /> <br />It is the desire of the City that all properties in the Industrial Corridor be annexed to the City by <br />2010 and serviced by the City (local) and Metropolitan Wastewater Management Commission <br />(regional) sewer system by 2000. Both parties recognized that new development in the Industrial <br />Corridor area should be connected to any available City sewer system at the time of development <br />and receipt of a building permit. <br /> <br />Project Description <br /> <br />The project includes the installation of 4151-feet of gravity sewer pipe from Beltline Road to <br />Kaiser Avenue. No further extensions will occur to serve properties to the north of Kaiser <br />Avenue; they will be served from a system in Irvington Drive (see attached Exhibit "D" & "H"). <br />As of this date six (6) property owners within the proposed project limits have signed annexation <br />agreements and support the extension of the service. These owners represent ten (10) individual <br />parcels of land and approximately 21 % of the project cost that can be assessed. <br /> <br />Staff has received additional support for the project from six (6) more property owners. This <br />information was obtained from a post card mail in campaign and follow up telephone <br />conversations with property owners. This represents an additional 20% of the project cost that <br />can be assessed (see attached Exhibit "L"). <br /> <br />Bidding Results <br /> <br />Three (3) bidders submitted bids for the 1997 construction project. The low bid was submitted <br />by Eugene Sand & Gravel, Inc. (see attached summaries Exhibit "E"). Staff has throughly <br />reviewed the low bid and have concluded it is acceptable. The low bid is' higher than the <br />engineers estimate but this is attributable to ground water and depth of construction issues. <br /> <br />As with previous local improvement districts (LIDs) within the RR/SC area, local wastewater <br />systems development charges (SDCs) will be imposed and collected at the same time as the <br />assessments for the 1997 LID. There are two sanitary SDC components: a local charge to <br />reimburse .the City for its cost to construct major sanitary sewer collection facilities; and the <br />regional charge required by the Metropolitan Wastewater Management commission (MWMC). <br />Revenues from the local charge will be deposited to the City's sanitary sewer user fund and <br />revenues from the regional charge will be transferred to MWMC. Authority to collect in this <br />manner is outlined in Eugene Code (EC) 7.720(1)(c). These fees are subject to change. The <br /> <br />Page 2 <br />
