The Industrial Corridor is generally that triangu~ar-shaped <br />area located within the acknowledged Urban Growth Bounda~y of the <br />City of Eugene bounded on the west by the Eugene-Springfield <br />Metropolitan Area General Plan (If Metro Plann) Urban Growth <br />Boundary, on the east by the Northwest Expressway, on the north by <br />AWbr,ey Lane and on the south by the existing city limits. A more <br />particular description of the Industrial Corridor is attached <br />hereto as Exhibit A and incorporated herein by this reference. <br /> <br />B. The Industrial Corridor has a unique urban geography as the <br />result of the parallel northwest-southeast orientation of three <br />highways and two railroads serving the area. There are several <br />parcels of long and narrow dimension. The area present~y receives <br />fire protection from the Lane Rural Fire 'protection District and <br />storm drainage from the Junction City Water Control District, whose <br />combined tax rate is currently 31% of the tax rate of the City of <br />Eugene's operational budget tax levy. Properties in the Industrial <br />Corridor are served by individual on-site sewage disposal systems <br />under permits from Lane County pursuant to rules and regulations of <br />the Oregon Department of Environmental Quality. There is a mixture <br />of land uses in the Industrial Corridor, although the primary use <br />is industrial. Most of the property in the Industrial Corridor is <br />designated for industrial uses in the Metro Plan. <br /> <br />C. It is the desir.e of the parties that all properties in the <br />Industrial Corridor be annexed to the City by 2010 and serviced by <br />the City (local) and Metropolitan Wastewater Management Commission <br />(regional) sewer system by 2000. Both parties reco~nize that new <br />development in the Industrial Corridor area should be connected to <br />any available City sewer system at the time of development. ICCO <br />recognizes City's obliga,tion to the Environmental Protection Agency <br />to connect improvements on Property in the Industrial Corridor area <br />to the City sewer system. <br /> <br />D. The Industrial Corridor area does not have the groundwater <br />contamina tion present in the River Road and Santa Clara areas.
