<br />'. <br /> <br />,......... <br />I <br /> <br />or resolutions before the Lane County Local Government <br />Boundary Commission for property in the Industrial Corridor <br />area which annexation proposals are inconsistent with the <br />Annexation and Urban Services Agreement. This means, among <br />other things, that the delayed annexation and tax differential <br />provisions of the Annexation and Urban Services Agreement are <br />available to any property owner in the Industrial Corridor <br />area who seeks annexation before 2011. <br /> <br />2.2.2. Prior to 2011, the City will not initiate, <br />approve or support annexation of property in the Industrial <br />Corridor are~ to the City unless the affected property owner <br />has previously signed the Annexation and Urban Services <br />Agreement, and such annexation is consistent with the <br />Annexation and Urban Services Agreement, or has otherwise <br />voluntarily consented to the annexation. It is the~intent of <br />the parties that the City not involuntarily annex~property <br />from the Industrial Corridor area or use the consent. or <br />annexation application allowed in an Annexation and Urban <br />Services Agreement to obtain a double or triple majority <br />annexation of other property to the City. <br /> <br />2.2.3 Unless compelled by state or federal law, the <br />City may not compel connection of existing improvements on <br />property in the Industrial Corridor area to the City sewer <br />system except as provided in Paragraph 2 of the Annexation and <br />Urban Services Agreement. . <br /> <br />2.2.4 Individual Annexation and Urban Services <br />Agreements may be modified only by mutual consent of the <br />affected property owner and the city. <br /> <br />2.3 The City shall initiate a refinement plan to the Metro <br />Plan for the Highway 99jAirport vicinity, including the Industrial <br />Corridor area, during 1991 or 1992, to be completed by 1995. <br /> <br />2.4 The City, in cooperation with ICCO, agrees to seek <br />ordinance changes from Lane County on mandated parking lot and <br />sidewalk improvements for property in the Industrial Corridor area <br />that may be required.as a condition of development. Such changes <br />shall allow delay of these improvements until the effective ,date of <br />the property' s annexation. Such changes shall be a condition <br />precedent to the enfo~cement of the property owners' duties and <br />obligations under the Annexation and Urban Services Agreement <br />described above. <br /> <br />2.5 The City shall review the effect that lot configuration <br />and sewer routing have on sewer assessments. Specifically, the <br />City shall give consideration to amending those City POlicies which <br />have the effect of requirjng a property owner to pay for more than <br /> <br />Annexation and Urban Services <br />Policy Agreement - Page 3 <br />
