<br />o Street Lighting and <br /> <br />Streetscape Features <br /> <br />Design Guidelines <br /> <br />1) The streetscape is defi ned as the bu i It and <br />planted elements of a street which define the <br />street's character. <br /> <br />) <br /> <br /> <br />Street design features such as these light fixtures <br />along EY" Ave. help define the street~ character <br /> <br />2) Provide continuity of streetscape features <br />along the length of any street identified as a <br />specific district or area. <br /> <br />3) Provide street lighting on arterial and collec- <br />tor streets to: <br /> <br />a) Enhance safety for all modes of travel. <br /> <br />b) Illuminate the street and sidewalks but <br />minimize unwanted spillover light. <br /> <br />c) Enhance the overall. safety and appearance <br />of the street and its immediate environment. <br /> <br />4) Provide pedestrian-scale lighting, where <br />appropriate, to provide a separation from street <br />traffic and spatial definition that is human scale. <br />Pedestrian-scale street lights should be lower <br />than conventional street lights, should be spaced <br />more closely, and should provide more illumina- <br />tion of the sidewalk. To provide identity to <br />certain districts, consider special light standards <br />such as antique repl icas. <br /> <br />5) Provide kiosks, benches, newspaper racks, <br />trash cans, bus shelters, cafe tables, hanging <br />flower baskets and chairs to increase the number <br />of opportunities for people to socialize and <br />spend leisure time outdoors along public streets. <br /> <br />6) Provide opportunities for "stationary" pedes- <br />trianactivities. Stationary activities are either <br />standing or sitting, where people choose to stay <br />in a place to observe or participate in public <br />outdoor activities. Seating can be either primary <br />(chairs and benches, such as those found at a <br />cafe or transit stop), or secondary seating (low <br />walls, steps, or fountain edges, where people <br />spontaneously collect). <br /> <br />Design Standards <br /> <br />1) Street lighting shall be provided on arterial <br />and collector streets, in accordance with stan- <br />dards of the Illumination engineering Society of <br />North America (IES). <br /> <br />33 <br />
