<br />Policy 10. Annexation to a city through normal processes shall continue to be the <br />highest priority (page II-C-5). <br /> <br />Policy 15. Ultimately, land within the UGB shall be annexed to a city and provided with <br />the required minimum level of urban facilities and services. While the time <br />frame for annexation may vary, annexation should occur as land transitions <br />from urbanizable to urban. (page II-C-5) <br /> <br />As addressed below under subsection (3), and consistent with these policies, a minimum <br />level of key urban facilities and services can be provided to the area in an orderly and <br />efficient manner. This annexation request is proposed by the property owner and is <br />subject to the City’s normal process for consideration of voluntary annexations. <br /> <br />The Metro Plandesignates the subject property for low density residentialuse, and as <br />such, future rezoning will be required to bring the property’s zoning into conformance <br />with the designation for low density residential use (from AG, Agricultural to R-1, Low- <br />Density Residential). The Laurel Hill Planand the South Hills Studyare the adopted <br />refinement plansfor the subject property, however neither plan includes policies that <br />would serve as approval criteria for the proposed annexation. <br />EC 9.7825(3) The proposed annexation will result in a boundary in which the minimum level of key <br />urban facilities and services, as defined in the Metro Plan, can be provided in an <br />orderly, efficient, and timely manner. <br />Complies <br />Findings: The proposed annexation will result in a boundary in which the minimum <br /> NO <br />level of key urban facilities and services can be provided in an orderly, efficient, and <br />YES <br />timely manner as detailed below: <br /> <br />Wastewater <br />There is an 8-inch line within Central Blvd. available to serve the subject property; the <br />distance from the subject property to the public wastewater line is approximately 450’. <br />The public system can be extended by the property owner/developer to serve the <br />subject property. <br /> <br />Stormwater <br />Stormwater drainage facilities are not immediately available to the subject property but <br />can be provided at the time of development consistent with the City’s stormwater <br />regulations. <br /> <br />Transportation <br />This property has frontage on existing un-improved right-of-way, identified as City <br />owned Tax Lot 301, Assessor’s map 18-03-09-20; this right-of-way is expected to be the <br />future extension of Spring Boulevard. Consistency with public improvementand street <br />standards will be evaluated and ensured at the time of development. A Lane County <br />Facility Permit may also be required for any future connection to Spring Boulevard, <br />Furtick, Don (A 16-10) January 2017 Page 2 <br />
