<br />may suspend the permit for the development until payment is made or <br />the agreement to pay is modified to include the underage. <br /> <br />1.3.4 Nodal Development Adjustments <br /> <br />The General Plan (Metro Plan) will be updated to include a new land use plan <br />designation: "Nodal Development Area (Nodes)." The intent of this new <br />designation is to designate areas for mixed-use, pedestrian-friendly development <br />that will reduce reliance on the automobile. There is evidence that shows that <br />this type of development can result in reduced automobile trip generation rates. <br />Furthermore, the Oregon Transportation Planning Rule (TPR), in OAR 660-012- <br />0060(5) states in part that: <br /> <br />. . . local governments shall give full credit for potential reduction <br />in vehicle trips for uses located in mixed-use, pedestrian-friendly <br />centers . . . <br /> <br />and, <br /> <br />. . . local governments shall assume that uses located within a <br />mixed-use, pedestrian-friendly center, or neighborhood, will <br />generate 10% fewer daily and peak hour trips than are specified <br />in available published estimates, such as those provided by the <br />Institute of Transportation Engineers (ITE) Trip Generation <br />Manual . . . <br /> <br />Based on this information, the City will apply a 10 percent reduction in the street (auto- <br />related) component of the transportation SDC to approved development types in <br />designated Nodal Development Areas. <br /> <br />City of Eugene sDC Methodology <br /> <br />Transportation, Page B- 8 <br />
