<br />WHAT IS A LOCAL IMPROVEM' <br /> <br />DISTRICT? <br /> <br />Local improvement districts are areas with set boundaries in which specific improvement projects, such as the provision <br />of sanitaIy sewer service. are made in the public rights-of-way or easements and paid for by the abutting property owners. <br />As part of the process of forming a local improvement district, the City establishes the type. location and extent of the <br />proposed improvement. identifies all parcels of land in the district and their owners, and prepares an estimate, based on <br />the low bid. of the total cost of the proposed improvement with a breakdown showing the estimated total cost to be <br />assessed in the district. <br /> <br />WHAT IS THE ESTIMATED COST TO CONSTRUCT SEWERS THIS YEAR? <br /> <br />The City's Engineering staff has estimated the total cost for the projects to be constructed this summer at $4.6 million, of <br />which $4.6 million will be borne by owners of properties served by the sanitary sewer system. This estimate includes costs <br />for engineering. contract administration services and finance administration. Local and regional systems development <br />charges will also be collected at the time of final assessment. On March 5. 1996, the City advertised for bids to construct <br />public sewer improvements in the construction areas depicted on the accompanying map. Updated estimate information <br />based on the low bid will be available at the May 8 information session. <br /> <br />NOTICE TO PROPERTY OWNERS: As required by ORS 305.583(5). the special benefit assessments for this project will be <br />characterized by the City Council as an assessment for local improvements. Pursuant to ORS 305.583. within 60 days of <br />this notice any ten interested property owners within the proposed assessment district who disagree with this character- <br />ization may file a petition with the Oregon Tax Court. <br /> <br />WHERE WILL SEWERS BE BUILT IN 1996? <br /> <br />The original authorization for the staff to pre- <br />pare plans and specifications for the River <br />Road/Santa Clara sewer construction project <br />was given by the City Council on November <br />22. 1989. This year. sewers are scheduled to <br />be built in three construction basins (see map). <br />The basins and their general boundaries are: <br /> <br />BASIN 96X: <br />Generally all of Calla Street and a portion of <br />Maranta Street south of Maranta cul-de-sac <br />and Arrowhead Street south of Calla. <br />BASIN 96S: <br />Generally between River Road and Beaver Street <br />and Division Avenue and Hunsaker Lane. <br />BASIN 96U: <br />Generally between Federal Lane and Blackfoot <br />Avenue and River Road an Dahlia Lane. <br /> <br /> <br />Construction is expected to begin in June. after <br />City Council action and the City Manager has <br />executed contracts with the low-bid contractors. <br />The City's sewer work is scheduled to be com- <br />pleted by mid-November. Assessments will be <br />calculated when all construction has been com- <br />pleted, and property owners will be notified of <br />proposed final assessments by certified mail in <br />early 1997. If you own vacant property and meet <br />specific criteria. you will not be assessed at this time. However. to develop vacant property or to receive sewer service. you <br />will be required to annex and pay an assessment.
