<br />M. The City Engineer has called for bids on the proposed improvement and based <br />thereon has determined the estimated total cost of the proposed improvement to be $4.6 <br />million of which $4.6 million shall be assessed to and borne by the specially benefitted <br />property as provided in EC 7.170 and 7.175. <br />N The proposed improvements shall be in compliance with, and in furtherance of, <br />the plans and specifications prepared by the City Engineer in accordance with provisions <br />of Chapter 7 of the Eugene Code, 1971, and applicable policies of the City of Eugene. <br />O. Because the proposed local improvement district is located outside the City's <br />corporate limits, the full faith and credit of the City shall not be pledged to pay the short- <br />term or long-term debt incurred by the City for the construction of the sanitary sewers <br />authorized herein except upon the Council's express approval, which approval is not <br />granted in this resolution. <br />P. To minimize administrative costs in processing the collection of system <br />development charges at the time any specially benefited property is connected to the <br />sanitary sewer, the City Engineer and Finance Officer are authorized to allow property <br />owners to include within any assessment to be paid in installments, the system <br />development charge required by the City at the time of assessment. <br />Q. The assessments to be levied against specially benefited property are for a <br />capital construction project, shall not exceed actual cost, are for bestowal of a special <br />benefit to specific property or to rectify a problem caused by specific property, shall be <br />imposed in a single final assessment upon completion of the project and may be paid with <br /> <br />X,U,S RESOLUTION <br />
