Eugene Police Commission <br />FY 2006 -2007 Work Plan <br />Review and comment on revised police policies related to intake, investigation and review of <br />complaints against police employees. <br />Monitor the application of policies that werepreviously amended by the commission through <br />annual reports and/or information requests to staff. <br />Assist the City Council in balancing community priorities and resources <br />OUTCOME 5. <br />by advising it on police resource issues. <br />Review and comment on department budget documents, including the FY08 budget proposal, prior <br />to submission to decision-makers to assist in aligning resource allocations with community <br />priorities. <br />Provide recommendations regarding the role and structure of the Police Commission to optimize its <br />function as part of a larger oversight system. <br />Respond to emerging issues brought to the commission from the community or as directed by the <br />City Council. <br />Since its inception, there has been no shortage of activities for the Police Commission. The projects <br />proposed for the next fiscal year are partially a continuance of work already in progress to assist City <br />Council in the implementation of a civilian oversight system consistent with the Police Commission’s <br />recommended model. The commission hopes to work collaboratively with the City Council, <br />community stakeholders and the newly hired police auditor as suggested in this plan, or as deemed <br />most appropriate, to bring the model envisioned to fruition. An assessment of the commission’s own <br />structure and function is planned to ensure compatibility with the auditor’s office and review board <br />roles and streamline procedures to reduce potential for redundancy. <br />New projects related to standardization of the police policy manual and participation in the family <br />violence initiative are aligned with the commission’s charge to provide input on police policy and <br />resource issues that reflect community values. This proposal continues to be a full and ambitious work <br />plan; however, the Police Commission will accommodate work plan changes as directed by the City <br />Council or as necessary to respond to emerging community concerns. <br />Attachments <br />FY 2007 Police Commission Work Plan Gantt Chart <br />6- <br />Adopted July 27, 2006 - <br />
