Bicycle and Pedestrian Advisory Committee (BPAC), a multi-agency Technical Advisory Committee, staff <br />from the Oregon Department of Land Conservation and Development (DLCD) and Department of <br />Transportation (ODOT), Lane County staff, and the public at large. The TCRG spent years studying and <br />providing advice to staff on land use planning, bicycle and pedestrian planning, transit planning, demand <br />management techniques, street design, traffic congestion, sustainability, efforts to reduce greenhouse <br />gas emissions, and transportation funding. The TCRG was instrumental in creating the goals, policies, <br />potential action items, and project lists for the draft TSP. <br /> <br />The Eugene and Lane County Planning Commissions public hearing on the proposal was duly noticed to <br />all neighborhood organizations, community groups and individuals who have requested notice, as well <br />as to the City of Springfield. Additionally, notice was set to each individual that received notice of <br />Eugene Ordinance No. 20528 and to everyone that owns property on a street that is proposed to be <br />reclassified. Notice of the public hearing was also published in the Register Guard. The Eugene City <br />Council and Lane County Board of Commissioners joint public hearing to consider approval, <br />modification, or denial of the amendments was duly noticed. These processes afford ample opportunity <br />for citizen involvement consistent with Goal 1. <br /> <br />As a result of this extensive public involvement process, the proposed amendments meet the <br />requirements of Goal 1. <br /> <br /> <br />Goal 2 - Land Use Planning. To establish a land use planning process and policy framework as a basis for <br />all decisions and actions related to use of land and to assure an adequate factual basis for such decisions <br />and actions. <br /> <br />The Eugene-Springfield Metropolitan Area General Plan (Metro Plan) is the policy tool that provides a <br />basis for decision-making in this area. The Metro Plan was acknowledged by the State in 1982 to be in <br />compliance with statewide planning goals, and again after periodic review in 2004. This amendment to <br />the Metro Plan is undertaken to adopt the 2035 TSP in a manner consistent with current conditions and <br />citizen values. The amendment to the Metro Plan to recognize the 2035 TSP is being processed as a Type <br />II procedure, which requires any applicable statewide planning goals, federal or state statutes or <br />regulations, Metro regulations, comprehensive plan policies, and City's implementing ordinances be <br />addressed as part of the decision-making process. Upon adoption, the 2035 TSP will replace TransPlan <br />as local TSP. Because TransPlan remains a refinement to the Metro Plan and will continue to <br />serve as the Regional Transportation System Plan (RTSP) until the RTSP is updated (per an LCDC work <br />plan), the adopted performance measure in TransPlan are still applicable. <br /> <br />These findings and the record show that there is an adequate factual base for the <br />decision concerning the amendments. Goal 2 requires that plans be coordinated with the plans of <br />affected governmental units and that opportunities be provided for review and comment by affected <br />governmental units. The Goal 2 coordination requirement is met when the adopting governmental <br />bodies engage in an exchange, or invite such an exchange, between the adopting bodies and any <br />affected governmental unit and when the adopting bodies use the information obtained in the exchange <br />to balance the needs of the citizens. To comply with the Goal 2 coordination requirement, the two <br />jurisdictions coordinated the review of these amendments with all affected governmental units.
