4.Conforming amendments to Eugene Code Chapter 9 <br /> <br />5.Amendment to Eugene Ordinance No. 20528 to delete section 67 (to remove the limitation on <br /> <br />trips) <br />6.Repeal of Eugene 2003 Central Area Transportation Study (CATS) <br /> <br />7.Eugene Street Classification Map amendments. <br /> <br /> <br />I.aĻƷƩƚ tƌğƓ Amendments, ƩğƓƭtƌğƓ Amendments and ЋЉЌЎ {t Adoption <br /> <br /> <br />Amendments to the Metro Plan and TransPlan and adoption of the 2035 TSP are all governed by the <br />Metro Plan amendment approval criteria. Eugene and Lane County have identical approval criteria for <br />Metro Plan amendments (below), set forth in Eugene Code 9.7735 and Lane Code 12.225. <br /> <br />(1) The proposed amendment is consistent with the relevant Statewide Planning Goals; and <br />(2) The proposed amendment does not make the Metro Plan internally inconsistent. <br />(3) When the city-specific local comprehensive plan also applies, the proposed amendment <br />is consistent with the city-specific local comprehensive plan. <br /> <br />Throughout the findings set forth below, the 2035 TSP and the conforming Metro Plan and TransPlan <br />amendments are collectively referred to the 2035 TSP <br /> <br />ΛЊΜ ŷĻ ğƒĻƓķƒĻƓƷ źƭ ĭƚƓƭźƭƷĻƓƷ ǞźƷŷ ğƦƦƌźĭğĬƌĻ ƭƷğƷĻǞźķĻ ƦƌğƓƓźƓŭ ŭƚğƌƭ ğķƚƦƷĻķ ĬǤ ƷŷĻ \[ğƓķ <br />/ƚƓƭĻƩǝğƷźƚƓ ğƓķ 5ĻǝĻƌƚƦƒĻƓƷ /ƚƒƒźƭƭźƚƓ͵ <br /> <br />Goal 1 - Citizen Involvement. To develop a citizen involvement program that insures the opportunity for <br />citizens to be involved in all phases of the planning process. <br /> <br />The City of Eugene and Lane County have acknowledged citizen involvement programs and <br />acknowledged processes for securing citizen input on all proposed Metro Plan amendments. The <br />govern <br />be held prior to adoption. Notification of the proposed amendments and opportunities for public <br />participation in these amendments were consistent with the acknowledged citizen involvement <br />programs. <br /> <br />This goal was met through an extensive public involvement process. A Community Involvement Strategy <br />for the update of the Eugene Transportation System Plan was developed in preparation of the project. <br />This Program was reviewed and endorsed by the Eugene Planning Commission, which acts as the <br />Committee for Citizen Involvement. The program outlined the information, outreach methods, and <br />involvement opportunities available to the citizens during the process. Information was distributed and <br />input solicited throughout the process. Opportunities for engagement included: a project website <br />(including web-based surveys); targeted outreach with local community service organizations and <br />Planning Commission, Sustainability Commission, and City Council. <br /> <br />During preparation of the draft TSP, a Transportation Community Resource Group (TCRG) was created to <br />invite participation from many of the original members of the Envision Eugene Community Resource <br />Group (CRG) <br />Exhibit A to an Ordinance Concerning Long Range Transportation Planning <br />Page 2 of 63 <br /> <br />
