mitigate impacts when needed. <br /> <br />Support the use of more highly fuel efficient vehicles including electric, hydrogen fuel cell, <br /> <br />and non-motorized vehicles. <br /> <br />Create a strategy that advances the goal of having an integrated transportation system that <br /> <br />reduces fossil fuel consumption by 50 percent and reduces reliance on single-occupancy <br />automobiles. <br /> <br />Prioritize capital projects and programs that will facilitate the achievement of the <br /> <br />pedestrian, bicycle and transit policies. <br /> <br />Continue work to identify possible transportation infrastructure improvements that will <br /> <br />make walking, bicycling and the use of transit safe and highly convenient. <br /> <br />Protect, and enhance habitat in transportation projects where possible. Minimize and <br /> <br />mitigate impacts of transportation projects when needed. <br /> <br />Provide leadership in regional and <br /> <br />environmental policies. <br />The above stated TSP goals and policies are examples of consistency between the Eugene 2035 TSP and <br />relevant Metro Plan environmental policies. The proposed amendments will support and enhance the <br />Metro Plan Environmental Resources Element through strengthening environmentally sound <br />transportation options and an overall more sustainable transportation system. The 2035 TSP strives to <br />reduce vehicle-related greenhouse gas emissions and look at alternative energy infrastructure. The <br />proposed amendments are consistent with this Metro Plan Element. <br /> <br />D. Willamette River Greenway, River Corridors, and Waterways Element <br /> <br />The Willamette River Greenway, River Corridors, and Waterways Element address these specific natural <br />assets in the metropolitan area. The policies of this element emphasize reducing urban impacts on these <br />resources throughout the metropolitan area. <br /> <br />The Willamette River Greenway, River Corridors, and Waterways Element of the Metro Plan contain the <br />following relevant policies related to the Eugene 2035 TSP: <br /> <br />D.2 Land use regulations and acquisition programs along river corridors and waterways shall take into <br />account all the concerns and needs of the community, including recreation, resource, and wildlife <br />protection; enhancement of river corridor and waterway environments; potential for supporting non- <br />automobile transportation; opportunities for residential development; and other compatible uses. <br /> <br />D.9 Local and state governments shall continue to provide adequate public access to the Willamette <br />River Greenway. <br /> <br />Exhibit A to an Ordinance Concerning Long Range Transportation Planning <br />Page 53 of 63 <br /> <br />
