The above stated 2035 TSP goals and policies are examples of consistency between the 2035 TSP and <br />relevant Metro Plan economic policies. The TSP will provide a greater range of transportation options <br />for businesses and employees. The proposed amendments are consistent with this Metro Plan <br />Element. <br /> <br />C. Environmental Resources Element <br /> <br /> <br />The Environmental Resources Element addresses the natural assets and hazards in the <br />metropolitan area. The policies of this element emphasize reducing urban impacts on wetlands <br />throughout the metropolitan area and planning for the natural assets and constraints on <br />undeveloped lands on the urban fringe. <br /> <br />The Environmental Resources Element of the Metro Plan contains the following relevant goal and <br />policies related to the Eugene 2035 TSP (policies related to forest lands, agricultural lands, and mineral <br />and aggregate resources were omitted because there are no subject lands within the Eugene UGB): <br /> <br />Goal: Provide a healthy and attractive environment, including clean air and water, for the metropolitan <br />population. <br /> <br />C.22 Design of new street, highway, and transit facilities shall consider noise mitigation measures where <br />appropriate. <br /> <br />C.23 Design and construction of new noise-sensitive development in the vicinity of existing and future <br />streets and highways with potential to exceed general highway noise levels shall include consideration of <br />mitigating measures, such as acoustical building modifications, noise barriers, and acoustical site <br />planning. The application of these mitigating measures must be balanced with other design <br />considerations and housing costs. <br /> <br />C.24 Local governments shall continue to monitor, to plan for, and to enforce applicable noise standards <br />and shall cooperate in meeting applicable federal and state noise standards. <br /> <br />The City of Eugene has previously adopted Goal 5 habitat resource protections, stormwater <br />protection measures, and open space plans, none of which will change as a result of this TSP <br />amendment. The 2035 TSP contains goals and polices which support these environmental <br />policies, including, but not limited to the following: <br /> <br />Goal 2: Advance regional sustainability by providing a transportation system that improves <br /> <br />economic vitality, environmental health, social equity, and overall well-being. <br />Goal 3: Strengthen community resilience to changes in climate, increases in fossil fuel prices, <br /> <br />and economic fluctuations by making the transportation networks diverse, adaptable, and <br />not reliant on any single mode. <br /> <br />Create a railroad quiet zone throughout the City. Prioritize implementation of a quiet zone in <br /> <br />the downtown and Whiteaker areas. <br /> <br />Avoid, protect, and enhance habitat in transportation projects where possible.
