The Environmental Design Element of the Metro Plan contains the following relevant policies related to <br />the Eugene 2035 TSP: E.3 and E.4. <br /> <br />E.3 The planting of street trees shall be strongly encouraged, especially for all new developments and <br />redeveloping areas (where feasible) and new streets and reconstruction of major arterials within the <br />UGB. <br /> <br />E.4 Public and private facilities shall be designed and located in a manner that preserves and <br />enhances desirable features of local and neighborhood areas and promotes their sense of identity. <br /> <br />The Eugene 2035 TSP contains goals and polices which support these Environmental Design policies. <br />These include, but are not limited to: <br /> <br />Goal 4: Address the transportation needs and safety of all travelers, including people of all <br /> <br />ages, abilities, races, ethnicities, and incomes. Through transportation investments, respond <br />to the needs of system users, be context sensitive, and distribute the benefits and impacts of <br />transportation decisions fairly throughout the city. <br />Enhance the tree canopy along streets. <br /> <br />Provide stormwater facilities within street construction projects by incorporating low <br /> <br />impact development and green infrastructure practices. <br /> <br />Design, construct, maintain, and operate all streets to provide comprehensive and <br /> <br />integrated transportation networks that serve people of all ages and abilities, promote <br />commerce, and support the comprehensive land use planvision for growth and <br />travel for automobiles and emergency responders, bicycles, walking, transit, and <br />g <br />access to properties, streets and sidewalks should be designed to be attractive, safe, <br />accessible, sustainable, and healthy components of the City's environment. <br />The above stated 2035 TSP goals and policies are examples of consistency between the 2035 TSP and <br />relevant Environmental Design policies. The proposed amendments will further support and enhance <br />the Metro Plan Environmental Design Element by providing greater flexibility in future street design. <br />The 2035 TSP will also enhance the bicycle and pedestrian environment for new and redeveloped <br />properties, creating a more liveable community. The proposed amendments are consistent with this <br />Metro Plan Element. <br /> <br />F. Transportation Element <br /> <br />The Metro Plan Transportation Element addresses surface and air transportation in the metropolitan <br />area. The Eugene-Springfield Metropolitan Area Transportation Plan (TransPlan) provides the basis for <br />surface transportation. The goals and policies in the Metro Plan Transportation Element are identical to <br />those in TransPlan, as TransPlan serves as the functional plan for transportation issues in the Metro <br />Area. <br /> <br />Exhibit A to an Ordinance Concerning Long Range Transportation Planning <br />Page 55 of 63 <br /> <br />
