Policies in the Metro Plan Transportation Element are organized by the following four topics related to <br />transportation: Land Use, Transportation Demand Management, Transportation System <br />Improvements, and Finance. <br /> <br />While all of the Metro Plan Transportation Element goals and policies are relevant to the 2035 TSP, <br />specific Metro Plan policies are highlighted in this Finding to illustrate consistency between Metro Plan <br />policies and those of the Eugene 2035 TSP. <br /> <br /> Metro Plan Land Use Policy F.4: Require improvements that encourage transit, bicycles, <br />and pedestrians in new commercial, public, mixed use, and multi-unit residential <br />development. <br /> 2035 TSP Policies: <br /> <br /> <br />o <br />to provide comprehensive and integrated transportation networks that serve <br />people of all ages and abilities, promote commerce, and support the <br />automobiles and emergency responders, bicycles, walking, transit, and freight. <br />In additio <br />access to properties, streets and sidewalks should be designed to be attractive, <br />safe, accessible, sustainable, and healthy components of the City's environment. <br />Facilitate efficient access for goods, employees, and customers to and from <br /> <br />o <br />employment, commercial, and industrial lands, including freight access to <br />designated freight routes, highways, rail yard, and the Eugene Airport. Increase <br />multimodal access for employees to employment centers. <br />Encourage walking as the most attractive mode of transportation for <br /> <br />o <br />short trips (e.g., within .5 miles) within and to activity centers, <br />downtown, key corridors, and major destinations, and as a means of <br />accessing transit. <br />Create conditions that make bicycling more attractive than driving for <br /> <br />o <br />most trips of two miles or less. <br />2035 TSP Potential Action Items: <br />Articulate a process for implementing the complete streets policy, including <br /> <br />o <br />responsibilities for decision making, public review, opportunities for appeals of <br />decisions, the means of documenting and justifying decisions, and the collection <br />and reporting of data that allows monitoring the effects of street design <br />changes over time. <br />Update the Eugene Design Standards and Guidelines for Eugene Streets, <br /> <br />o <br />Sidewalks, Bikeways and Accessways <br /> . . . . <br /> <br /> Metro Plan TDM Policy F.8: Implement TDM strategies to manage demand at <br />congested locations. <br /> 2035 TSP Potential Action Items: <br />Periodically review and update the City Code and administrative rules in the <br /> <br />o <br />Exhibit A to an Ordinance Concerning Long Range Transportation Planning <br />Page 56 of 63 <br /> <br />
