As a citizen of Eugene, i <br />do not see how downgrading the TSP from a Level of Service D to an E will improve <br />the traffic in Eugene. Its will only make things worse to the disadvantage of the drivers <br />and users of the roads and streets. The blanket use of this devise to side step doing <br />needed improvement and poor planning in traffic flow is just a measure to put off the <br />inevitable.
