performance to include bicycle, pedestrian and public transit. <br />Auto and light duty truck emissions could be drastically reduced if emission <br />standards were enforced at time of vehicle registration renewal. Staff should <br />investigate implementation of this regulation as it is the low hanging fruit in <br />carbon dioxide reduction measures. Council has discussed this in the past and <br />should revisit this topic. <br />Transportation Demand Management (TDM) is a program to inform the public <br />about bicycle, public transit, and carpooling. Little is devoted to the TDM in the <br />TSP and the city operates a small number of programs which have proven <br />successful. Council should ask staff how much is spent on TDM each year <br />compared to infrastructure and TDM should be implemented city wide. They <br />should show reports of TDM alternatives before road widening projects are <br />considered. <br />The proposed Beltline/ Delta Highway Project will be one of the largest <br />transportation projects constructed in Eugene with an immense effect on future <br />carbon emissions in north Eugene. GHG emission estimates must be determined <br />before a decision is made to proceed with this project and to date no analysis has <br />been conducted on how improvements would comply with the CRO goals. The <br />Sustainability Commission in its advisory role to council and the city manager has <br />discussed this project and will make a similar recommendation to council. <br />Council should ask city staff to evaluate and project GHG emissions associated <br />with this project during the construction phase and during the operational life of <br />the facility for the next fifty years. The results of these analysis should be <br />provided for public discussion, review and comment before the city, county or <br />state sign off on this. <br />Have TDM tools been used to reduce congestion on this segment of highway and <br />what amount was spent on this approach? <br />I urge City Council and the Board of Commissioners to consider these items in <br />your discussion at the March 6 TSP workshop.
