Considering thirty percent <br />of the city's greenhouse gas emissions are from transportation and the city has <br />committed to reduce community-wide fossil fuel emissions fifty percent by 2030 <br />and 7.6 percent annually, there needs to be a mobile split in transportation in <br />Eugene. <br />The most funding in the TSP goes to the study of motorized travel which is the <br />largest contributor to carbon dioxide emissions. Bicycle and pedestrian projects in <br />the TSP have the shortest distances and consume the least amount of funding. <br />Currently, scenario planning shows 7.6 % bike, 7.6% walk and 4% ride public <br />transportation. In order to reach the goals of the TSP, three times as many trips <br />need to take place; 23% biking and walking, and 12% riding public transportation. <br />According to the TSP, significant new investments in active transportation, <br />biking, pedestrian, and public transit, will be necessary to reduce community- <br />wide fossil fuel use to desired levels. Council should ask staff to list options to <br />fund bike/pedestrian projects and ask the street review panel for options to fund <br />more bike/ pedestrian projects. <br />Level of service measurements are for private car trips and this should be reduced <br />in order to meet CRO goals. Council should ask staff how the performance of the <br />TSP is measured today and if there are other methods of measuring performances <br />in the future. Staff should have to report annually on multiple measures of TSP <br /> <br />
