Recommendation - Transparency in local government is important. Creating deals
undermines the relationships and process. A lot of common ground we can create in
context of good government, democracy for all, civic participation. Sit next to anyone in
community. Understand views of everyone. Loves Police Auditor and community.
More light on their work will be good. Not just African Americans. Abused poor
people.

Chamber created a group for Latino business owners. Good to have someone embrace
them and ask about their needs. Looking for acceptance of the Chamber in general.
Those businesses start getting more involved in mainstream Chamber activities. Where
do we do that in local government? We are fortunate our businesses let us participate in
these things. How do we reach out at other times?

Something like a “City after Hours” - invited to come and talk.

City can be a catalyst for development. He spoke to EWEB about giving more
consideration to contracts who give consideration to minority businesses and contractors.
City is able to do that. Every City bid does a minority business statement (subs, etc.).

Yesterday in meeting - triple bottom line sustainability. Draft recommendations to
Council - thoughts were poor job of dealing with social equity. The contract requirement
could be a small step to doing that more. Great point.

Hope Asians will not be exempt because they are an over represented minority. Two
Asian people turned down for scholarships because of our over-representation.

Racism starts at home. Suggestion better US history - more accurate. Tell more on Civil
Rights. Teach children to be more tolerant.

Economic basis.

Follow the money if you want to know what it’s about.

Could grow up here believing the African mythology of why they were brought here.

Discussed some of the historical patterns of government.

-Overtake governments (Hawaii)

-Low cost labor (slaves, Japanese Americans)

Out of this discussion - about education, schools and community. Talk about our
community history as a way to build. Tell the real story together. Bad news - good
news.
Even in Oregon 50/50 split of North and South. Example of that historical split.

Capitalist society and history - important historical information. Someone like Warren
Buffet makes statements about privilege - he recognizes who he is - drives opportunity.

Communities of Color 42 July 12, 2006
