The subject property is contiguous to the current city limits oil three (3) sides. <br />More specifically, the property Currently comprised of Tax Lot 3702 immediately adjacent to the <br />north side of the subjcct property was formally annexed into the City of Eugene in 1996 (refer to <br />City File No. A 96-48), the properties currently comprised of Tax Lots 6800 - 7300 immediately <br />adjacent to the cast side Of tile Subject property were all formally annexed into the City of <br />Eugene in 1995 (refer to City File No. A 95-75), and the portion of the Wilkes Drive public <br />right-of-way linniediately adjacent to the south side of the subject property was form al ly <br />annexed into the City of Eugene in 2007 (refer to City File No. A 07-15). Therefore, the <br />proposed annexation satisfies EC 9.7825 Annexation — Approval Criteria (1) & (1)(a).. <br />9.7825 Annexation — Approval Criteria. (continued) <br />(2) 1 he is cons islent ivith olyViecible policies in the Uelr o <br />1)1an a10 hi em qpIViceible re <br />fineinew pkins. <br />Metro Plan Policy 8 provides for conversion of land frorn urbanizablc to urban through <br />annexation when a minimum level of key urban facilities and services can be provided. This <br />policy is the Subject of EC 9.7825 Annexation — Approval Criteria (3), which is addressed in <br />detail below. <br />Metro Plan Policy 10 states that annexation to the city through this normal process shall be the <br />highest priority. As Such, the proposed annexation is consistent with this policy. <br />Metro Plan Policy 15 states that land within the UG13 shall be annexed to a city and provided <br />with the required rilininlUill level Of urban facilities and set -vices. It further states that while the <br />tinlefrarrie for annexation rimy vary, annexation should occur as land transitions front <br />urbaltizable to urban. The SUbjCCt property is located within the UG13 and the UL "Urbanizable <br />Land" overlay zone and therefore, based on this policy, should be annexed.
