Stormwater is planning to invest $15.6 million in this CIP, primarily for rehabilitation and <br />improvements. Projects include the continuation of drywell removal ($3.0 million), which is <br />mandated by the Department of Environmental Quality (DEQ), and system rehabilitation ($6.0 <br />million). <br />With the exception of General Capital Projects, the vast majority of funding for CIP projects is <br />restricted to a particular use, such as the 2012 transportation bonds for street projects, FAA <br />funding for airport projects, wastewater and stormwater charges, local motor vehicle fuel tax <br />revenue, system development charges (SDC's), airport passenger facility charges and more. <br />General Capital Projects refer mostly to capital improvements and preservation for public <br />buildings and facilities, which account for $23.1 million, or 14%, of planned capital spending over <br />the next six years. General capital projects are primarily funded through the City's General Fund. <br />CIP Development and Review Process <br />During the summer and fall of even numbered years, staff compiles the draft CIP using input and <br />requests from a variety of sources including Council adopted plans and policy documents, <br />maintenance monitoring programs, funding directives from federal and state grants and <br />mandates, public input and more. The draft CIP is subsequently published and made available to <br />the public. Following review of the CIP by the Budget Committee, and adoption by the City Council, <br />the projects become the basis for preparation of the City's Capital Budget for the next two fiscal <br />years. <br />The draft CIP document was made available on the City's web site in January of 2017. Information <br />about the draft FY 2018-2023 CIP was also sent electronically to interested citizens via the City <br />Council newsletter, Neighborhood Services newsletter, and the Budget Interested Parties e-mail <br />list. Hard copies of the draft CIP document were made available to the public at the Downtown <br />Public Library, the Finance Division and the City Manager's Office. At their request, a presentation <br />on the draft FY 2018-2023 CIP was made to the Planning Commission at their February 6, 2017 <br />meeting. <br />The Budget Committee heard public comment on the draft FY 2018-2023 CIP on February 15, <br />2017. The committee passed a motion to recommend that the City Council adopt the FY2018-2023 <br />CIP as proposed. <br />RELATED CITY POLICIES <br />The City's Financial Management Policies include a goal to have a capital improvement program <br />that adequately maintains and enhances the public's assets over their useful life. The policies also <br />state that the City will plan for capital improvements over a multi-year period, and the capital <br />projects will directly relate to the long-range plans and policies of the City. <br />COUNCIL OPTIONS <br />The City Council may exercise one of the following two options: <br />1. The council may choose to adopt the FY2018-2023 CIP as recommended by the Budget <br />Committee. <br />
