1.2.1.1. Agricultural buildings, however, a building location permit <br />is required. (See Structural Code Appendix Chapter 11.) <br />1.2.1.2. Fences six feet high or less, unless required by provisions <br />of Chapter 9 of the Eugene Code, 1971. <br />1.2.1.3. Oil derricks. <br />1.2.1.4. Movable cases, counters and partitions not over 5 feet 9 <br />inches high. <br />1.2.1.5. Retaining walls which are not over 4 feet in height <br />measured from the bottom of the footing to the top of the wall, unless <br />supporting a surcharge or impounding Class I, II or III -A liquids. <br />1.2.1.6. Water tanks supported directly upon grade if the capacity <br />does not exceed 5000 gallons and the ratio of height to diameter or width <br />does not exceed two to one. <br />1.2.1.7. Platforms, walks and driveways not more than 30 inches <br />above grade and not over any basement or story below. <br />1.2.1.8. Painting, papering and similar finish work. <br />1.2.1.9. Temporary motion picture, television and theater stage sets <br />and scenery. <br />Unless otherwise exempted, separate plumbing, electrical and mechanical <br />permits will be required for the above exempted items. <br />1.2.2. One and Two -Family Residences and Accessory Structures. It <br />is not the purpose of these regulations or the administrative code to require that <br />permits be obtained or fees be paid for repairs and maintenance which do not violate <br />the intent of 'these regulations or the administrative code, or the technical codes, <br />when such repairs and maintenance are done on a one and two-family residence, or <br />a private garage, carport or storage shed that is accessory to a one and two-family <br />residence. <br />Items, designated as follows, in or appurtenant to single-family residences <br />and which do not encroach over subsurface disposal systems or into required yards <br />are exempt from permits and fees in the technical codes or these regulations: <br />retrofitted insulation meeting the requirements of Sections R-216.1, R-217, 5302 <br />and 5303(a) of the One- and Two- Family Dwelling Code, adopted pursuant to <br />Section 8.010 of the Eugene, Code, 1971 and which is blown or injected into closed <br />wall cavities of existing residences; concrete slabs; driveways; sidewalks; masonry <br />Administrative Order - Page 10 of 40 <br />
