ordinances, and that the required fees have been paid, the Building Official shall issue a <br />permit therefore to the applicant. Such approved plans and specifications shall not be <br />changed, modified or altered without authorization from the Building Official, and all work <br />shall be done in accordance with the approved plans. <br />4.2 Partial Permit Issuance. The Building Official may issue a permit for the <br />construction of part of a building, structure or building service equipment before the entire <br />plans and specifications of the whole building, structure or building service equipment have <br />been submitted or approved, provided adequate information and detailed statements have <br />been filed complying with all pertinent requirements of the technical codes. The holder of <br />such permit shall proceed at his/her own risk without assurance that the permit for the entire <br />building, structure or building service will be granted. <br />4.3 Retention of Plans. One set of approved plans and computations shall be <br />retained by the Building Official for a period of not less than 90 days from the date of <br />completion of the work covered therein; and one set of approved plans shall be returned to <br />the applicant to be kept on the site of the building or work at all times during which the <br />work authorized thereby is in progress. <br />4.4 Validity of Permit. The issuance of a permit or approval of plans, <br />specifications and computations shall not be construed to be a permit for, or an approval <br />of, any violation of any of the provisions of these regulations, the administrative code or <br />the technical codes or rules adopted by the City, or of any other ordinance of the City of <br />Eugene. Permits presuming to give authority to violate or cancel such provisions shall not <br />be valid. The issuance of a permit based upon plans, specifications and other data shall not <br />prevent the Building Official from thereafter requiring the correction of errors in said plans, <br />specifications and other data, or from preventing building operations being carried on <br />thereunder when in violation of such provisions. <br />4.5 A permit authorizing work under the plumbing technical code is not <br />transferable and shall not permit any other person or firm to perform any plumbing work <br />thereunder. <br />4.6 Expiration. <br />4.6.1. Applications for which no permit is issued within 3 60 days following <br />the date of application shall expire by limitation, and plans and other data submitted <br />for review may thereafter be returned to the applicant or destroyed by the City. The <br />Building Official may extend the time for action by the applicant for a period not <br />exceeding 180 days upon request by the applicant. No application shall be extended <br />more than once. In order to renew action on an application after expiration, the <br />applicant shall resubmit plans and pay a new plan review fee. <br />4.6.2. Unless the holder of a permit requests in writing, and is granted an <br />extension, permits, .other than electrical permits, issued by the Building Official <br />under the provisions of the technical codes shall automatically expire by limitation <br />Administrative Order - Page 17 of 40 <br />
