7.6.4. It shall be the responsibility of the inspection or quality control <br />agency to notify the approving authority in writing of any change to the procedural <br />manual. Any fabricator approval may be revoked for just cause. Reapproval of the <br />fabricator shall be contingent on compliance with quality control procedures during <br />the past year. <br />7.7 Structural Observation. Structural observation shall be provided in <br />Seismic Zone No. 3 or 4 when one of the following conditions exist: <br />7.7.1. The structure is defined in Table No. 23-K of the Building Code as <br />Occupancy Category I, II, or III, or <br />7.7.2. The structure is required to comply with Section 1807 of the Building <br />Code, or <br />7.7.3. Construction inspection, as defined in Section 302(c), Item 2 of the <br />Building Code, is required, or <br />7.7.4. When such observation is specifically required by the Building <br />Official. The owner shall employ the engineer or architect responsible for the <br />structural design or another engineer or architect designated by the engineer or <br />architect responsible for the structural design to perform structural observation as <br />defined in Section 420 of the Building Code. The engineer or architect shall submit <br />a statement in writing to the Building Official stating that the site visits have been <br />made and whether or not any observed deficiencies have been corrected to conform <br />to the approved plans and specifications, or to revised details approved by the <br />Building Official. <br />8. Compliance Testing. <br />8.1 Whenever there is insufficient evidence of compliance with any of the <br />provisions of the technical codes or these regulations or evidence that any material or <br />construction does not conform to the requirements of the technical codes or these <br />regulations, or in order to substantiate claims for alternate materials or methods, the <br />Building Official or the Fire Marshal may require tests as proof of compliance to be made <br />at no expense to this City. <br />8.2 Test methods shall be as specified by the technical code and these <br />regulations or by other recognized test standards. If there are no recognized and accepted <br />test methods for the proposed alternate, the Building Official shall determine test <br />procedures. <br />8.3 All tests shall be made by an approved agency. Reports of such tests shall <br />be retained by the Building Official for the period required for the retention of public <br />records. <br />Administrative Order - Page 29 of 40 <br />
