SubmittedBy: <br /> <br /> <br /> <br />,theU.S.ConferenceofMayorshaspreviouslyadoptedstrongpolicy <br />WHEREAS <br />1. <br />resolutionsforcities,communities,andthefederalgovernmenttotakeactionsto <br />reducefossilfuelconsumptionandglobalwarmingpollution;and <br />,theInter-GovernmentalPanelonClimateChange(IPCC),the <br />WHEREAS <br />2. <br />internationalcommunity?smostrespectedassemblageofscientists,hasfoundthat <br />climatedisruptionisarealityandthathumanactivitiesarelargelyresponsiblefor <br />increasingconcentrationsofglobalwarmingpollution;and <br />.,theU.S.BuildingSectorhasbeenshowntobethemajorconsumerof <br />WHEREAS <br />3 <br />fossilfuelandproducerofglobalwarmingcausinggreenhousegases;and <br />,thefederalgovernmentthroughprogramsfosteredwithinmanyofitskey <br />WHEREAS <br />4. <br />agenciesandnumerousstategovernmentsaswellasmunicipalitiesacrosstheU.S.have <br />adoptedhighperformancegreenbuildingprinciples;and <br />,arecentstudycompletedbyLawrenceBerkeleyNationalLaboratory,the <br />WHEREAS <br />5. <br />mostanalysisofgreenbuildingseverconducted,concludedthat <br />theofgreendesignarebetween$50and$70persquarefoot,more <br />than10timestheadditionalcostassociatedwithbuildinggreen;and <br />,thelargepositiveimpactonemployeeproductivityandhealthgains <br />WHEREAS <br />6. <br />suggeststhatgreenbuildinghasacost-effectiveimpactbeyondjusttheutilitybill <br />savings;and <br />,studieshaveindicatedthatstudentattendanceandperformanceishigher <br />WHEREAS <br />7. <br />inhighperformanceschoolbuildings;and <br />,recognizingthatabuilding?sinitialconstructioncostsrepresentonly20-30 <br />WHEREAS <br />8. <br />percentofthebuilding?sentirecostsoverits30to40yearlife,emphasisshouldbeplaced <br />onthe?lifecyclecosts?ofapublicbuildingratherthanonsolelyitsinitialcapitalcosts; <br />and <br />.,theconstructionindustryintheU.S.representsaportionof <br />WHEREAS <br />9 <br />oureconomyandaportionofthebuildingindustryisrepresentedbysmall <br />businessandanincreaseinsustainablebuildingpracticeswillencourageandpromote <br />newandinnovativesmallbusinessdevelopmentthroughoutthenation;and <br />,theAmericanInstituteofArchitects(AIA),thenationalprofessional <br />WHEREAS <br />10. <br /> <br />
