MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 81h Avenue <br />Eugene, Oregon 97401 <br />ATTACHMENT B <br />February 22, 2017 <br />12:00 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg <br />Evans, Claire Syrett, Chris Pryor <br />Mayor Vinis opened the February 22, 2017, meeting of the Eugene City Council. <br />1. ACTION: Resolution Supporting Allocation of Lottery Backed Bond Funds to the Eugene <br />Civic Alliance <br />Motion on the table from February 21, 2017: MOTION: Councilor Zelenka, seconded by <br />Councilor Syrett, moved to adopt Resolution 5184 supporting allocation of $6,000,000 in <br />lottery backed bond funds to the Eugene Civic Alliance for development of a community <br />sports and recreation facility on the former Civic Stadium property. <br />MOTION TO AMEND AND VOTE: Councilor Poling, seconded by Councilor Pryor, <br />moved to (a) amend the title of the Resolution so that it reads as follows: A resolution <br />supporting Eugene Civic Alliance's proposal and efforts to seek State funding and private <br />funding to support revitalization of the former Civic Stadium site and (b) amend Section <br />1 of the Resolution, add Sections 2 and 3, and renumber Section 2 to Section 4, so that <br />those sections read as presented. FAILED 3:4, Councilors Poling, Clark, and Pryor <br />voted in support. (Councilor Evans was absent for the vote.) <br />Council discussion: <br />• Outstanding proposal, but concerned about using lottery -backed funds. <br />• Amount requested is unprecedented; potential unknown conflicts may arise. <br />• Proposal is in line with support from Board of Commissioners and Mayor Lundberg. <br />• Support proposal of it has no impacts on to local efforts for funding. <br />• Proposal may have a significant economic development benefit. <br />• City Manager and IGR Committee will have direct contact with lobbyist to help and track. <br />• Not concerned about competing with other local economic development dollars. <br />MOTION TO AMEND AND VOTE with friendly: Councilor Semple, seconded by <br />Councilor Zelenka, moved that at the end of Section 1 before the period after the word <br />resolution, the following words are added: provided that the current video lottery <br />proceeds for local economic development are maintained. Add a new Section 2, which <br />would read, the City Council directs the City Manager to send a copy of this Resolution <br />to Governor Kate Brown and the local State legislative delegation, and what had been <br />Section 2 is renumbered to Section 3.
