VOTE ON MAIN MOTION AS AMENDED: PASSED 6:1, Councilor Poling opposed. <br />(Councilor Evans was absent for the vote.) <br />2. WORK SESSION: Report from Ad Hoc Committee Outcomes <br />City Manager's Office Division Manager Mia Cariaga, Policy Systems Analyst Jason <br />Dedrick, and City Attorney Glenn Klein, gave an overview of the Ad Hoc Committee work, <br />primary outcomes that could be accomplished by an ordinance, and an overview of the legal <br />framework. <br />Council discussion: <br />• In favor of a robust justice system, but want to protect non -criminal immigrants. <br />• Government should concern itself with actions not beliefs; collection of data on beliefs is <br />wrong. <br />• Current immigration system is biased and myths about immigrants are false. <br />• Immigrants deserve to be treated with respect; movement against immigrants based in racism. <br />• An ordinance would still remain in place if the state law was repealed. <br />• Appreciate the committee and the hard work done to craft language for an ordinance. <br />• Ordinance is a due process that provides protections and defends all people. <br />• More information on unintended outcomes would be helpful. <br />• Proposal reaffirms our long standing local and state laws and codifies it to protect people. <br />• Support strategy to not reference "Sanctuary City" in the ordinance. <br />• Concerns about operational aspects of providing additional protections are relevant. <br />• Cities should not do the job of the federal government. <br />• Focus on what the legislation does, not what it is called; provide protections effectively. <br />• Information on which of the direct program funds are mandated requested. <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to <br />direct the city manager to bring back to Council a proposed ordinance that (a) adopts the <br />provisions of ORS 181A.820 and 181A.250 related to law enfacement personnel, (b) <br />expands the applicability of ORS 181A.820 to cover all other city employees, and (c) <br />prohibits all other city employees from collecting or maintaining information about the <br />political, religious or social views of individuals.
