MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />ATTACHMENT C <br />February 27, 2017 <br />5:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans, <br />Claire Syrett, Chris Pryor <br />Mayor Vinis opened the February 27, 2017, meeting of the Eugene City Council. <br />A. Committee Reports and Items of Interest from Mayor, City Council, and City Manager <br />Council discussion: <br />• Complaints received about religious banners over the streets; separation of church and state issue. <br />• Fairmount Neighbors concerned about short-term rentals and potential regulations. <br />• As world championships approach, short-term rentals could become a bigger issue; keep on <br />council's radar. <br />• The Poverty and Homeless Board has the creation of a permanent shelter as part of its strategic <br />plan. <br />B. WORK SESSION: An Ordinance Concerning Long Range Transportation Planning <br />Transportation Planning Manager Rob Inerfeld gave an overview of the Transportation System Plan, <br />public process, and the changes made in response to the recommendations by the Planning <br />Commission. <br />Council discussion: <br />• Concerned with proposal to lower intersection classification; better growth planning needed. <br />• Changing the standards will make it more expensive for builders to densify to extent desired. <br />• Building to address growth is impractical; better communication needed. <br />• Plan is a balancing act; should focus on limiting impacts on neighborhoods. <br />• Going from a D to an E classification may affect travel times a little; but will offer other benefits. <br />• Important to incorporate TDM more aggressively into the TSP to address climate impacts. <br />• Focus on multi -modal transportation is good; incorporates Vision Zero and CRO goals. <br />• More information needed on how the TSP is affected by the CRO and how it helps meet goals. <br />• Clarity needed on how and where public investments are being made to address demand. <br />• Transportation Demand Management should be the first thing we do and focus on. <br />• Need to analyze what the future trends on transportation will be to help with planning. <br />• More information requested on potential impacts of the lower classification on CO2 emissions. <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Evans, moved to extend the <br />meeting 5 minutes. PASSED 5:4, Councilors Zelenka, Evans, Syrett, and Pryor in support.
