MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />February 27, 2017 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans, <br />Claire Syrett, Chris Pryor <br />Mayor Vinis opened the February 27, 2017, meeting of the Eugene City Council. <br />1. PUBLIC FORUM <br />1. Jennifer Frenzer- Knowlton -Human Rights Commission supports Sanctuary City designation, rest stops. <br />2. Ian Curtis - Spoke about the dangers of climate change locally and nationally. <br />3. Robin Bloomgarden - Supported removal of the sunset date for rest stops and adding more rest stops. <br />4. Michael Carrigan - Supported removal of the sunset date for the rest stops and adding more rest stops. <br />5. Anya Dobrowolski - Said Eugene has a lack of housing options and supported middle housing options. <br />6. David Wade - Supported removal of certain R-1 requirements to help with tiny homes. <br />7. Dave Lemmon - Concerned about displacement of homeless; supported more efforts for homeless. <br />8. Jim Neu - Supported the resolution banning oil by rail in Eugene; look into House Bill 2131. <br />9. Tom Kamis - Concerned about displacement of homeless; supported more efforts for homeless. <br />10. Orion Matthews - Supported removal of certain R-1 requirement to help with tiny homes. <br />11. Laurie Powell - Supported the CRO ordinance and its integration into the TSP. <br />12. Alice Warner - Supported integrating the performance measures of the CRO ordinance in the TSP. <br />13. Patricia Hine - Supported the CRO ordinance and its integration into the TSP. <br />14. Mariah Leung- Supported divesting from big corporations like Wells Fargo. <br />15. Susan Macomson - Supported not giving subsidies to big companies. <br />16. Sam Hahn - Concerned about displacement of homeless; supported more efforts for homeless. <br />17. Catherine Cronin - Supported more efforts and funding to help the homeless. <br />18. Dana Gould - Concerned about displacement of homeless; supported more efforts for homeless. <br />19. Peggy Thomas - Concerned about budget shortfall at the State and potential local impacts. <br />20. Maria Bybee - Supported more funding and a shelter for the homeless and actions on the CRO. <br />21. Betty Snowden - Supported better enforcement of criminal behaviors downtown. <br />22. Devon Peck - Concerned about displacement of homeless; supported more efforts for homeless. <br />23. Sophie Bybee - Supported more funding and a shelter for the homeless and actions on the CRO. <br />24. Cathy Feely - Concerned about displacement of homeless; supported more efforts for homeless. <br />25. Brad Foster - Concerned about displacement of homeless; supported more efforts for homeless. <br />26. Susan Thomas - Concerned about displacement of homeless; supported more efforts for homeless. <br />27. Kimberly Gladen - Supported more funding and enforcement of laws downtown. <br />28. Christian Fox - Concerned about safety issues in downtown. <br />29. Jill - Concerned about not being able to get a vending license to sell on the streets. <br />30.
