MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 81h Avenue <br />Eugene, Oregon 97401 <br />March 13, 2017 <br />12:00 p.m. <br />Councilors Present: Emily Semple, Alan Zelenka, Mike Clark, Claire Syrett via phone, Chris Pryor <br />Councilors Absent: Betty Taylor, George Poling, Greg Evans <br />Mayor Vinis opened the March 13, 2017, meeting of the Eugene City Council. <br />1. PUBLIC FORUM <br />1. David Kelly — Opposed to the 1,000 ft. buffer zone for marijuana dispensaries. <br />2. Jennifer Frenzer-Knowlton — Supported giving Nightingale more time and resources. <br />3. Leslie Robnett — Supported more rest stops and efforts to help the homeless. <br />4. Bette Grant — Supported more staff and funds to help with rest stops citywide. <br />5. Evan Shenkin — Supported House Bill 2669 for statewide toxics right -to -know program. <br />6. Michael Gannon — Supported Nightingale Health Sanctuary and efforts to help the homeless. <br />7. Lisa Arkin — Supported House Bill 2669 for statewide toxics right -to -know program. <br />8. Tai Pruce-Zimmerman — Supported expanding efforts to make downtown safer. <br />9. Kimberly Gladen — Concerned about drug sales on the courthouse plaza during Saturday Market. <br />10, Brad Foster — Supported a homeless shelter to house people; opposed to park bond. <br />Council discussion: <br />• Siting Nightingale Health Sanctuary at the Eugene Mission was to be a temporary <br />situation. <br />2. CONSENT CALENDAR <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to approve <br />the items on the Consent Calendar. PASSED 5:0 <br />3. ACTION: Granite Properties Resolution Amendment <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to approve <br />Resolution 5188, which amends the resolution concerning approval of the multi -unit property <br />tax exemption for the property located at 844 Olive Street (in Attachment A). PASSED 5:0 <br />4. ACTION: An Ordinance Providing for Withdrawal of Annexed Properties from the Santa <br />Clara Rural Fire Protection District, the Santa Clara Water District, the Willakenzie Rural <br />Fire Protection District, the Lane Rural Fire/Rescue District, the Junction City Water <br />Control District, the River Road Park & Recreation District, the River Road Water District, <br />and the Eugene Rural Fire Protection District 1 <br />MINUTES — Eugene City Council March 13, 2017 Page 3 <br />Work Session and Meeting <br />
