Council discussion: <br />• Need to build a process that gives a level of clarity for the builder and desired outcomes. <br />• Lack of building setbacks with Capstone project is upsetting; decreases livability. <br />• Would like to see more green space and livability standards incorporated into any plans. <br />• 71' avenue needs to be addressed as it will be a major walking route in light of downtown <br />dog prohibition. <br />• Two-way streets are move lively that one-way streets; look into converting 6' and 7'. <br />• MUPTE should have requirements on planting, sidewalks and desired outcomes. <br />• Look into ground floor use requirements such as retail to avoid another Capstone. <br />• Over -regulating how to build out property may make development too expensive. <br />• Interested in seeing design books used at the beginning of the development process. <br />The meeting adjourned at 6:53 p.m. <br />Respectfully submitted, <br />Chuck Crockett <br />Deputy City Recorder <br />MINUTES — Eugene City Council March 13, 2017 Page 2 <br />Work Session and Meeting <br />
